public hearing in connection with the City of
Miami Fiscal Year 2004-2005 Budget, at 5:05
p.m. on Thursday, September 9, 2004, and its
second public hearing regarding same on
Thursday, September 23, 2004, at 5:05 p.m.
Said meetings will take place in the City
Commission Chambers located at City Hall,
3500 Pan American Drive, Miami, Florida.
All members of the public are invited to attend.
Any person or persons, wishing to appeal any
decision made by the City Commission with
respect to any matter considered at these meet-
ings, may require a verbatim record of the pro-
ceeding upon which .the appeal is based. In
accordance with the Americans with Disabilities
Act of 1990, persons needing special accom-
modations to participate in these proceedings

En la region de Asia-Pasifico se
dan diferentes sistemas de cam-
bio: el tipo flotante, como ocurre
en el caso de Tailandia desde la
crisis financiera de 1997, y el fijo,
que continua en vigor en Malasia
y Hong Kong.
En la agenda de los responsables
de Finanzas del Foro Asia se inclu-
yen asuntos como la volatilidad de
los flujos de capitales, la promotion
de politicas fiscales sanas y el sis-
tema financiero internacional.
A esta reunion, previa a la
Cumbre de Jefes de Estado del
APEC, que se celebra en no-
viembre en Chile, asisten el di-
rector del FMI, Rodrigo Rato, y
las maximas autoridades del
Banco Mundial, del Banco Inter-
americano de Desarrollo y del
Banco Asiatico de Desarrollo.
El APEC fue creado en 1989 y
esta integrado por Australia,
Brunei, Canada, Chile, China,
Corea del Sur, EEUU, Hong

NUEVA YORRK (EFE).- EEUU y China estan a punto de alcanzar
un acuerdo de traspaso de tecnologia atomica, que permitirfa que
comparifas estadounidenses vendan reactores nucleares al pais asia-
tico, informa hoy el periodico "The Wall Street Journal".
"Esto esta ocurriendo", serial() al periddico una fuente del Departamento

El periodico explica que una compaffa en particular, Westinghouse
Electric, ha promovido la idea de permitir la yenta de tecnologia atomica,
eon el objetivo de poder participar de una licitacion para vender reactores
atomicos para dos plantas electricas que se espera construir en China
en los proximos meses y que tendrian un valor de unos 2.200 millones
de d6lares.
China ha dicho que espera construir entre 24 y 30 centrales nucleares
en los proximos quince arios para poder asi satisfacer sus crecientes
necesidades de energia electrica, cada una con un valor estimado
de linos 1.500 millones de Mares.
En 1985 China y EEUU firmaron un acuerdo de cooperation nuclear que
•fue suspendido en 1989 luego de la represidn en la plaza de Tienanmen.
Aunque el gobierno de Bill Clinton reactive el acuerdo, el periodico
explica que aim no se ha permitido que se realicen contratos co-
merciales en materia de energia atomica debido a ciertos controles
de exportaciones y la preocupacion respecto a la proliferation de
tecnologia atomica a paises como Iran o Pakistan.
"The Wall Street Journal" agrega que antes de permitir la yenta
de tecnologia nuclear a China aim hay varios puntos que aclarar.
Por una parte China necesita contar con la seguridad de que en el largo
plazo se podia seguir contando con acceso a tecnologia nuclear estadou-
nidense para la operation eficiente de sus centrales. Mientras tanto, EEUU
debera analizar detenidamente el efecto que la yenta de tecnologia nuclear
a China podrfa tener, particularmente con respecto a la serial que se podrfa
estar enviando a los paises de la Union Europea que desean levantar el
embargo que pesa sobre la yenta de armamento a China.
Al mismo tiempo hay factores tecnicos involucrados, como son la
certification del reactor nuclear que Westinghouse pretende vender.
El diario explica cdmo a estos factores se opone la presidn de las
empresas estadounidenses y el deseo de reducir-el enorme deficit
comercial que EEUU tiene con China.

In the twelve years since Hurricane Andrew
struck South Florida, homeowner's insurance has
increased a shocking four to five times over what
it was before the storm. This has left consumers
searching for ways to cut down their insurance
expense, and others desperately trying to find
cheaper insurance. The truth is, a less costly com-
pany isn't necessarily the best way to lower your
insurance costs.
If you're serious about reducing the cost of
your insurance, the first thing to consider is get-
ting an inspection of your home. If your house ex-
ceeds the Florida building code, it could mean
less storm damage might actually occur. And that
alone could save you from five to twenty percent.
Another good step is to research. Ask your
company and agent what types of discounts you
can get on your home. For example, having shut-
ters, a security alarm, a certain type of roof, or
strong walls could all result in discounts on your
home insurance. A law was passed a couple of
years ago stating that a discount must be given to
houses that have been made to reduce windstorm
losses.
Insurance can be a tricky solution to future
problems that may impact your home. Make sure
you're researching the best solution for your
household. And of course, let's hope that another
Hurricane doesn't hit Florida any time soon.

We've been told we shouldn't open unknown
emails because of fear of catching a computer
virus. However now there's another reason why
e-mail users need to be careful. State officials are
warning consumers about a high-tech scam which
fools people into divulging very personal finan-
cial information.
Investigators say that thieves have stolen le-
gitimate names such as Citibank, Pay Pal, and
Amazon in order to give the impression that they
were really representing the company. The scam
works by asking consumers to "verify" account
numbers.
Consumer watchdogs say it's wise to be sus-
picious of any e-mail that requests financial infor-
mation. Before mistaking it for the real deal, get it
checked out by calling your bank or credit card
company. Also, make sure the e-mail address
reads "https" and not simply "http." This makes
the difference between a secure and not secure ad-
dress.

Microsoft is releasing new patches to fix se-
curity flaws in its windows operating system.
Microsoft wants to prevent unauthorized
persons from being able to install new programs
or to view, change or delete data on someone else's
computer.
Similar flaws resulted in the blaster worm,
which hobbled hundreds of thousands of comput-
ers worldwide late August.

After receiving numerous noise com-
plaints from Brickell Key residents and down-
town hoteliers during a recent public forum,
the Bayfront Park Management Trust has sig-
nificantly cracked down on concerts and
events held at the park. Executive Director Tim
Schmand says park events have been sub-
jected to new curfews and sound guidelines.
Musical performances held Monday -
Thursday now end by 11 p.m., while weekend
and holiday events abide by a midnight cur-
few. Additionally, sound measurements taken
60 feet from the stage cannot exceed 110 deci-
bels.
Park employees are also monitoring
stage and sound placement "to ensure noise
is not pointed directly at neighbors," said
Schmand.
Although these changes are "just a
test...and nothing is permanent," Schmand
says the park hasn't received any noise com-
plaints since its last meeting.
"As the neighborhood and park evolve,"
noted Schmand, "there may be more changes,
but so far everyone is content."
0n September 22, Schmand will meet
with Commissioners Johnny Winton and Joe
Sanchez at City Hall to review proposed noise
and time guidelines. As Brickell's residential
boom takes hold, Schmand emphasizes that
he and the staff at Bayfront Park are making
every effort to be good neighbors.

La Junta de Comisionados de la Ciudad de Miami, Florida,
celebrara una audiencia publica el 9 de septiembre del
2004, a las 9:00 a.m., en los Salones de la Junta de Comi-
sionados, en el Ayuntamiento (City Hall), situados en 3500
Pan American Drive, Miami, Florida, con el prop6sito de oir
objeciones de partes interesadas afectadas por la pro-
puesta Enmienda a la Seccion 2-272 del C6digo de la Ciu-
dad de Miami, Florida, segun se enmiende, titulada
"Construction Plan Checking Fee", para establecer un
servicio expedito de revision de pianos por parte del
Departamento de Obras Publicas (Public Works Depart-
ment), para proyectos especiales.
Se invita a asistir y ser oidas a todas las personas intere-
sadas en esta cuestion. Cualquier persona que deseara
apelar cualquier decision de la Junta de Comisionados en
relation con cualquier asunto tratado en esta audiencia,
dicha persona debera asegurarse de que se produzca una
transcription literal de las actuaciones, incluyendo todos
los testimonios y evidencias que pudieran servir de funda-
mento a dicha apelacion.
