Police seek
leads in
deaths of
two men
Miami,police on Sunday
were searching for leads in
the shooting deaths of two
men in a Model City street
Saturday night.
The victims were identi-
fied as Terrance Johnson,
25, of Miami and Brintoo
Brown, 24, address
unknown, said Miami
police spokesman Delrish
Moss.
No arrests have been
made in the double slaying.
One victim was found
slumped over a chair out-
side 634 NW 74th St.
Neither men appeared to
live at the address where
the shooting took place,
Moss said.

Integration today is far
more complicated than it was
50 years ago, partially because
of a political force that hardly
existed in 1954: the black mid-
dle class.
Just like their white and
Hispanic counterparts, black
middle-class parents are more
likely to be aware of desegre-
gation tools such as magnet
programs, because comfort-
able incomes generally leave
parents more time to involve
themselves in school commu-
nities.
Poor families, on the other
hand, often remain over-
looked.
"The black middle-class
doesn't address the majority
of kids," said Roland Foulkes,
a member of the Broward dis-
trict's diversity committee.
"The majority have found
themselves in re -segregated
communities."
On the wealthier western
side of Broward, school inte-
gration is more common.
Pines Middle School in Pem-
broke Pines, for example, is
evenly split between black
and Hispanic students.
"When you look out west,"
said Broward board member
Lois Wexler, "there are no
longer racially identifiable
schools."

Earlier this year, the
Broward School Board quietly
eliminated the last of its "star -
burst" attendance boundaries,
where mostly black students
in a neighborhood were dis-
persed to different schools.
FORCED BUSING
That followed five decades
of struggle to make peace
with Brown. The Broward
district had fought integration
for most of two decades, until
a federal judge ordered deseg-
regation in 1970. Parents bat-
tled forced busing from the
1970s until 1995, when a judge
ended federal oversight in
Broward and the district
began to dismantle the pro-
grani
Today, families over-
whelmingly choose to live
near people who are similar
to themselves in race, income
and background. That makes
it more difficult to draw
attendance boundaries that
foster diversity.
Segregation has largely
vanished from the vncabulary
MIAMI-DADE COURTS
of parents and educational
leaders.
"You don't hear anyone
talking about segregated
schools anymore," said Ben
Williams, the only black
Broward School Board mem-
ber. "But you do hear parents
saying they want their chil-
dren to attend neighborhood
schools."
David Cadillo, a junior at
the predominantly black Edi-
son Senior High School in
Miami -Dade, says his campus
is not haunted by segregation.
"We're all treated equally,"
said Cadillo, whose school has
received two consecutive F
grades.
"We definitely have better
opportunities than my grand-
parents had."
The focus now is on
money, computers and books.
A five-year lawsuit, settled in
2000, claimed minority stu-
dents in Broward attended
schools with inferior
resources. The suit ended
with a written commitment
by the School Board to give all
students equal access.
Christopher Fertig, a Fort
Lauderdale attorney involved
in that suit, says inequalities
remain
"The bottom line is, they
are not allocating the
resources to these schools to
xhe schools to

these schools, and immedi-
ately you'll know this is an
older, decrepit, inner-city
school."
School district leaders
counter that they've taken
great strides toward meeting
the demands of the 2000 set-
tlement by providing ade-
quate books, technology,
honors courses, libraries and
extracurricular activities.
"We're providing equal
access for all students now,"
Williams said.
Desegregation advocates
have long argued that re -seg-
regation would lead back to
the same two-tiered school
system that preceded Brown,
with mostly black schools
hobbled by poverty and poor
performance.
BROWARD SCHOOLS
Here is how the 33 segre-
gated Broward schools com-
pare with the district as a
whole:
• Forty-five percent of
those schools received grades
of D or F from the state in
2003. By comparison, 11 per-
cent of all Broward schools
received low grades.

students in segregated

Rolando Llanes, the teen-
ager charged with the second-
degree murder of an accom-
plice who was shot and killed
by a Miami -Dade police offi-
cer during a botched home
robbery, has asked the court to
set him free or allow him to
post bond.
"" Llanes, 18, has been in jail
.ince Jan. 16, when Miami -
Dade police Officer Jorge
Espinosa shot and killed Leo-
nardo Barquin, 17, while the
two teens were allegedly rob-
bing a home in West Miami -
Dade County.
Espinosa said Barquin
twice pointed a gun at him
before he shot the teen. No
weapon has been found.
Espinosa, who was on
administrative leave for two
months, returned to work at
his Hammocks substation in
March. The Miami -Dade state
attorney's office and police
continue to review the shoot-
ing of Barquin.
"It's still an open, pending
case," police spokesman Rob-
ert Williams said.
Llanes has been charged
with burglary as well as
second-degree murder in the
death of Barquin, though he
chid not fire the weapon. Flor-
laa law holds that if anyone is
firmed during the commis-
sion of a crime, an accomplice
cin be charged with the crime.
Llanes' attorney, Israel
kncinosa, filed a three-page
motion asking the court to
release or set bond for his cli-
ent, because the lead investi-
gator in the case is more than
three months' late in releasing
discovery information.
A hearing before Circuit
Court Judge Diane Ward is
scheduled for today.
"The lead [detective] is
supposed to'get- discovery
within 15 days," Encinosa said.
"It has taken this guy five
months. I can't take deposi-
tions or anything. I just want
to get moving."
State attorney's office
spokesman Ed Griffith said
Encinosa's concerns will be
addressed in court today.
The home break-in ended
in the shooting death of Bar-
quin after he and Llanes were
confronted by Espinosa. .
Five minutes after the two
entered a home in the 14700
block of Southwest 58th Street
through an open back window,
they heard Espinosa, Llanes
said in his statement. Llanes
said he took off out the same
window he entered, with the
larger Barquin trying to do the
same, but getting stuck.
At that point, Espinosa said
in his statement to police that
Barquin pointed a gun at him
and said, "I'll kill you cop."
Espinosa, who was "scared"
and "in fear of my life," said he
fired his weapon twice. He
said Barquin never returned
fire.

infrastructure, services and facilities, and for certain ongoing operations and
maintenance for the South Kendall Community Development District. The
development plan for the land within the proposed CDD includes construction
of 434 townhouse units, with associated roadway, storm drainage and water
and sewer facilities estimated to cost $3.697 million.
