NOTICE OF PUBLIC HEARING
A pulbic hearing will be held by the City Commission of the City of Miami,
Floirda on April 22, 2004, at 9:00 a.m., in the City Commission Chambers
at City hall, 3500 Pan American Drive, Miami, Florida, for the purpose of
considering the following resolution:
A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACH-
MENT(S) BY A FOUR -FIFTHS (4/5THS) AFFIRMATIVE VOTE, AFTER
AN ADVERTISED PUBLIC HEARING, RATIFYING, APPROVING, AND
CONFIRMING THE CITY MANAGER S DETERMINATION THAT COM-
PETITIVE SEALED BIDDING PROCEDURES ARE NOT PRACTICABLE
OR ADVANTAGEOUS, WAIVING THE REQUIREMENTS FOR SAID
PROCEDURES, AND APPROVING A CONTRACT WITH ALTMAN
WEIL, INC., IN SUBSTANTIALLY THE ATTACHED FORM, AS A CON-
SULTANT FOR PERFORMANCE REVIEW OF THE OFFICE OF THE
CITY ATTORNEY, IN AN AMOUNT NOT TO EXCEED $78,000, PLUS
COSTS, AS SET FORTH IN THE CONTRACT; AUTHORIZING THE
CITY MANAGER TO EXECUTE ANY NECESARY DOCUMENTS, IN A
FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE.
All interested persons are invited to appear and may be heard concerning
such proposed resolution. Should any person desire to appeal any decision
of the City Commission with respect to any matter considered at this hear-
ing, that person shall ensure that a verbatim reocrd of the proceedings is
made, including all testimony and evidence upon which any appeal may be
based.

Two people were killed in
a single -engine plane crash
Saturday near Daytona Beach,
authorities said.
Pilot Michael Keemar of
Daytona Beach and passenger
Lawrence Grinter of England
were killed when the 1958
Pilatus P-3 military trainer
crashed around noon about 15
miles south of Daytona Beach,
officials said.
According to public
records, Keemar was 67. No
further information about
Grinter was available.
The plane crashed in the
backyard of a home.

This is to give notice that the City of Miami's Department of Community
Development will be submitting an application to HUD for the following project
which is located within the 100 year floodplain area and wetland.
This notice is required by Section 2(a)(4) of Executive Order 11988 for Floodplain
Management, and by section 2(b) of Executive Order 11990 for Protection of Wet
lands, and is implemented by HUD Regulations found at CFR55.20(b) for the HUD
action that is within and/or affects a floodplain and wetland.
PROJECT AND DESCRIPTION
The Westchester Apartments project consists in the rehabilitation of a multi -family
building located in the City of Miami Beach to provide housing assistance to low
income families and individuals living with AIDS. The building will be composed of
twenty four (24) units, twelve 12 one -bedroom and twelve (12) studios; a total of
eighteen (18) units will be home assisted by the City of Miami Beach and six (6)
HOPWA units by the City of Miami.
This Notice with a request for comment was mailed to the Regional Office of the
Federal Emergency Management Agency and the state office of Environmental
Protection.

operations done by the
KPMG auditing firm are
scheduled to be discussed
at Tuesday's board of trust-
ees meeting. Also on the

City commissioner dies
after being in fight
A city commissioner died after a fight that drew as many as
100 people and authorities said he might have been trying to
break up the altercation.
Deputies arrived to find Cornelius Johnson attacking LaBelle
City Commissioner James Singleton, Hendry County sheriffs
spokeswoman Susan Harrelle said.
After arresting Johnson, deputies were told Singleton had
clutched his chest and fallen to the ground. Singleton was taken
to Lehigh General Hospital, where he was pronounced dead,
Harrelle said.
Johnson, 23, of LaBelle, was charged with manslaughter.

A Public Hearing will be held in the Miami -Dade County Commission
Chambers, located on the Second Floor of the Stephen P. Clark Center, 111

an ordinance to create the Pan American West Community Development
District (CDD). The district boundaries, as shown on the map below, are: NW

Two people were killed in
a single -engine plane crash
Saturday near Daytona Beach,
authorities said.
Pilot Michael Keemar of
Daytona Beach and passenger
Lawrence Grinter of England
were killed when the 1958
Pilatus P-3 military trainer
crashed around noon about 15
miles south of Daytona Beach,
officials said.
According to public
records, Keemar was 67. No
further information about
Grinter was available.
The plane crashed in the
backyard of a home.
"I think he knew he was in
trouble and was looking to
come in and couldn't avoid
the pine trees," said Dorothy
Brown, 69, of the foliage that
lines the perimeter of her
two -acre backyard in rural
east Volusia where the plane
crashed.
Officials who responded to
the accident told her the
plane leaked out about 20 gal-
lons of fuel at the crash site,
just about 50 feet from her
greenhouse, she told The
Orlando Sentinel
The cause of the crash was
being investigated by the FAA
and the National Transporta-
tion and Safety Board.

some valid 911 concerns, but
the provisions of this bill are
much broader in application,"
Smith said. "Why would they
want to forbid the cities from
asking them to demonstrate
need unless they couldn't
explain every antenna within
the 911 context?"
Steve Feren, the mayor of
Sunrise and president of the
Broward League of Cities,
agreed that 911 is a red her-
ring. "If that was a legitimate
argument, the companies
would have cellphone towers
every 10 miles across the
nation to make sure everyone
could call 911 whether they
were in the middle of Kansas
or in the middle of nowhere,"
Feren said.
To Murzin, the cities have
refused to work out a com-
promise with the cellphone
companies, leaving the Legis-
lature little choice but to
intervene. "The industry has
been working with them for
years, but it comes a point
when a decision has to be
made in terms of what is in
the best public interest."

Fishing boat explodes,
two men badly burned
A fishing boat exploded
Sunday morning off Pom-
pano Beach's Intracoastal
Waterway, severely burn-
ing two Fort Lauderdale
men aboard.
At 6 a.m., Pompano Fire
Rescue arrived at the Als-
dorf Boat Ramp on the 14th
Street Causeway to find a
26-foot boat engulfed in
flames. One of the boaters,
who are both in their 40s,
had mistakenly filled the
vessel's hull with gasoline,
said Fire Rescue spokes-
woman Sandra King. The
explosion was triggered
when one of boaters turned
the ignition.
"One was an inexperi-
enced boater and mistook a
rod port for a gas tank," King
said. "This isn't unusual for
people who don't know boats
to make this kind of mistake "
Firefighters battled the
blaze for 10 minutes, King said.
The men's names were not
released. Both men were ini-
tially taken to North Broward
Medical Center, then one was
transported to Jackson Memo-
rial Burn Center in Miami.
"They're lucky to be alive,"
King said.

Miami Commission scheduled for Thursday, April22, 2004, will

chairing this Meeting of the City of Miami Commission meeting

City of Miami. The session, which will be the first of two closed
door attorney -client sessions scheduled for this date on various

Commissioner Angel Gonzalez's Conference Room, 3500 Pan
American Drive, Miami, Florida, and conclude at approximately
3:00 p.m. The session will be attended by the members of the
City Commission, Angel Gonzalez, Joe Sanchez, Tomas
Regalado, Johnny L. Winton, and Arthur E. Teele, Jr.; the City
Manager, Joe Arriola; the City Attorney, Alejandro Vilarello,
