about city programs designed TO IMPROVE THE QUALITY OF LIFE for all of our

NOTE FROM THE MANAGER
Enhancing neighborhood services and improving the Quality of Life in the City of Miami has always been the
focal point of the Neighborhood Enhancement Teams. However, during the most recent years those focus
somewhat strayed to more of an enforcement arm.
In an effort to recapture aspects of N.E.T.'s original mission of serving as a link between City residents and
their government, they have been retooled. In addition to the focus on the delivery of services, the
Neighborhood Enhancement Teams will effectuate change by being neighborhood centered and directed.
Neighborhood Enhancement Teams will educate, enhance and engage community organizations, business
groups, etc., through outreach. They will also be used as a resource for the distribution of information about
City programs that will promote improving the Quality of Life for all of our neighborhoods.
The N.E.T.'s will play a pivotal role in affording the City and it's neighborhoods the opportunity to become
economically empowered.
It is my desire that anytime you visit a N.E.T. office, you will feel welcomed and leave with the sense of
having had a pleasant experience.
With this in mind, this is an exciting time as we re-emerge in a pro -active way.

NEIGHBORHOOD ENHANCEMENT TEAM'S
MISSION STATEMENT
• To facilitate professional, courteous an efficient delivery of Municipal Services.
file:///C:/Users/rolivera/AppData/Local/Temp/legitemp4916.htm 9/1/2016
City of Miami Organizational Structure Page 3 of 21
• To develop partnerships that bridge the gap between Public and Private concerns.
• To enhance and revitalize Miami's diverse neighborhoods.
A LETTER TO THE COMMUNITY WE SERVE
Since its inception in 1992, the Neighborhood Enhancement Team offices or NET have been responsive to resident and
business concerns regarding the condition of our neighborhoods and the delivery of municipal services within the City of
Miami. NET's primary goal and response to these concerns is to enhance the quality of life in each neighborhood through
the coordination of city services. The NET team, and our citizen -government partnership approach has been a major step
in reducing crime and improving municipal services; thus making our city a better place to live and work.
NET offices are direct points of contact between residents and City Hall. We serve our neighbors proactively, as well as
disseminate knowledge about programs designed to improve all of our neighborhoods. As NET administrators and staff,
part of our mission is to facilitate city services in a courteous, professional, and efficient manner. To fulfill this mission
and ensure a high level of expertise and service, we place a high priority on staff training.
Currently, the thirteen NET offices located throughout the City of Miami are undergoing a facelift. The new NET
involves a separation from code enforcement, which allows us to focus on quality of life issues. Each NET office will
continue to offer services ranging from police, aid in community development, permits and applications for Certificates of
Use and Occupational Licenses.
Our NET citywide quality of life initiatives include obtaining funds for landscaping, signage, and beautification projects;
developing plans in conjunction with police to prevent elderly crime; finding new avenues to alleviate pollution; launching
neighborhood cleanup and graffiti paint -out campaigns; facilitating educational programs for micro -entrepreneurs to
acquire business loans; and promoting job counseling and training.

The NET program is a network of service centers located throughout the
City's neighborhoods. NET coordinates and customizes municipal services to the needs of each diverse community. NET's proactive
approach to neighborhood issues used by a partnership of NET Administrators, Police Commanders, Neighborhood Resource Officers,
and Service Center Representatives is responsible for a more rapid identification and efficient solution of programs. Because NET is a
bridge to our communities, residents are encouraged to become partners in this alliance.
