ANALYSIS FOR ZONING CHANGE Approximately 3150, 3160, 3138-40 SW 21 Terrace CASE NO: 2002-0668 Pursuant to Article 4, Section 401 of Ordinance 11000, as amended, the Zoning Ordi- nance of the City of Miami, Florida, the subject proposal has been reviewed for an amendment to the Zoning Atlas as follows: The request is to change the Zoning designation from R-2 "Two -Family Residen- tial" to R-2 "Two -Family Residential" with an SD-12 Buffer Overlay District as follows: The subject properties consist on three parcels fronting SW 21st Terrace between SW 31st Avenue and 31st Court more specifically described on file with the Hearing Board Office. The following findings have been made: • It is found that immediately adjacent to the south, the area is designated "Restricted Commercial". • It is found that on one lot facing SW 21st Street, part of this request, there is an existing grandfathered surface parking. • It is found that this application is in order to bring the existing parking use on one of the two lots facing SW 21st Street into compliance with existing ordinances and extend the parking use to the other parcels. • It is found that the requested change will be beneficial to the immediately adjacent area to the south in that it will provide parking for existing commercial uses along SW 22nd Street which would otherwise park within the neighborhood, and it will provide new landscaping to the proposed parking area which will beautify and buffer the parking use. • It is found that the requested zoning designation change is consistent with the underlying land use designation and therefore does not require an amendment to the Future Land Use Map of the Comprehensive Plan. Based on these findings, the Planning and Zoning Department is recommending approval of the application as presented.
