HomeMy WebLinkAboutR-03-1253City of Miami Legislation Resolution: R-03-1253 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 03-0103 Final Action Date: 12/18/2003 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), APPROVING THE CONCEPTUAL PLAN ("PLAN") FOR THE MODEL CITY HOMEOWNERSHIP ZONE PILOT PROJECT AREAAS APPROVED BY THE MODEL CITY COMMUNITY REVITALIZATION DISTRICT TRUST BOARD OF DIRECTORS; FURTHER DIRECTING THE CITY MANAGER TO IDENTIFY APPROPRIATE RESOURCES AMONG CITY DEPARTMENTS AND AGENCIES TO ENSURE THE PROMPT AND SUCCESSFUL IMPLEMENTATION OF THE MASTER PLAN, AS IT MAY BE AMENDED FROM TIME TO TIME. WHEREAS, the Model City Community Revitalization District Trust ("Trust") was established, pursuant to Ordinance No. 12082 as a limited agency and instrumentality of the City of Miami ("City"); and WHEREAS, among the purposes of the Trust is the establishment of the City Homeownership Pilot Projects ("Pilot Project") within the Model City Community Revitalization District; and WHEREAS, the Pilot Project focuses specifically on the revitalization of the Model City Neighborhood which is located at the contiguous area between Northwest 17th and 12th Avenues between Northwest 54th to 62nd Streets, and the contiguous area of Northwest 17th to 19th Avenues between Northwest 58th Street and State Road 112, all in Miami, Miami -Dade County, Florida; and WHEREAS, the Pilot Project represents the pilot implementation of the City's revitalization efforts to redevelop Community Revitalization Districts throughout the City; and WHEREAS, the City engaged the firm Dover, Kohl & Partners in cooperation with A+S Architects (hereinafter collectively known as "planning team") to design a Master Plan for the Pilot Project area; and WHEREAS, the planning team facilitated and participated in a series of community planning workshops to receive input on neighborhood design and to identify and consider the needs and design interests of the residents and stakeholders of the Pilot Project area; and WHEREAS, the Interlocal Agreement between the City and the Trust defines the approval of the Master Plan as a prerequisite to Model City Trust's redevelopment projects; and WHEREAS, the Department of Planning and Zoning has begun work on an overlay district for the Homeownership Zone that will be submitted for Commission approval to facilitate the implementation of the Master Plan; and WHEREAS, the Trust has made presentations to the Departments of Capital Improvements and Public Works of periodic updates on the Master Plan; and WHEREAS, the Conceptual Plan incorporates an expansion and reconfiguration of African Square Park; thus, impacting the Department of Parks and Recreation and the Parks Advisory Board; and WHEREAS, successful implementation of the Plan will require proper coordination and participation of these and such additional departments and agencies as may be determined necessary from time to time; City of Miami Page 1 of 2 File Id: 03-0103 (Version: 2) Printed On: 8/23/2016 File Number: 03-0103 Enactment Number: R-03-1253 NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The Conceptual Plan for the Pilot Project area as approved by the Model City Community Revitalization District Trust Board of Directors is approved. Section 3. The City Manager is directed to identify appropriate resources among City departments and agencies to ensure the prompt and successful implementation of the Plan, as it may be amended from time to time. Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.{1} Footnotes: {1} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
