RECOMMENDATION:
It is respectfully requested that the City Commission adopt the conceptual plan
for the Model City Homeownership Zone Pilot Project that was prepared by
master planners Dover, Kohl & Partner and A+S Architects.
BACKGROUND:
The Board of Directors of the Model City Community Revitalization District
Trust is pleased to present the conceptual plan for the Model City
Homeownership Zone Pilot Project. As you may know, this conceptual plan was
initially presented at the Board of Directors Orientation in June 2002 and it has
been shaped and refined by a series of community planning workshops hosted
by the Board of Directors between May and August 2003. The Board of
Directors of the Model City Trust adopted the conceptual plan at the Board
meeting scheduled for September 15, 2003.
After a series of meetings at Miami Northwestern Senior High School,
addressing economic development, commercial development, transportation and
neighborhood design, the culminating workshop at Hadley Park's Carrie P.
Meek Senior and Cultural Center was very well -attended. While the planners
received significant and substantial input from the attendees for the conceptual
plan, several of the recurring concerns related to crime, particularly the drug
activity along 61st Street; the maintenance of municipal services; and the
mechanism for ensuring opportunity for the next generation.
On February 15, 2001, the City Commission authorized the City Administration
to make commitments of funds related to the pre -development activities
necessary for the Model City Homeownership Zone Pilot Project through
Resolution No. 01-160. After a competitive negotiation process, consistent with
the procurement policies at that time, an ensuing commitment was made to The
Image Network, Inc. d/b/a Dover, Kohl & Partners with A+S Architects for the
master planning services necessary to create an overlay district and the design
standards for the new construction area of the Homeownership Zone.
