Regalado 3500 Pan American Drive Miami, FL 33133 Re: Recommendation for Approval of City Commission's December 18, 2003 Agenda Item PZ-1 Dear Commissioner Regalado: This letter serves as the Miami River Commission's (MRC) "official statement" to all City Commissioners, requested in City Resolution 00-320, regarding December 18, 2003 City Commission Agenda Item PZ.1, which impacts the Miami River. On November 18, 2003, the MRC heard a presentation from Ines Marrero-Prieguez, Akerman Senterfitt, Mr. Antonio Cabrera, Epoch Development, and Mr., Reinaldo Borges, Borges and Associates, regarding the pending "Miami River Village" Major Use Special Permit (MUSP) application. The MRC found the proposed mixed -use project, featuring 1,300 residential units setback 50-feet from the shoreline, with a restaurant connecting to the publicly accessible riverwalk, to be consistent with the award winning Miami River Corridor Urban Infill Plan. In addition, the MRC found the proposed project to be consistent with the Miami River Greenway Action Plan in providing a publicly accessible 20-foot wide riverwalk, featuring a 16- foot wide unobstructed pedestrian path including way -finding signage and cleats for recreational boat access. Therefore The MRC unanimously recommended approval of the "Miami River Village" MUSP application. The proposed mixed -use project is another significant step towards creating a vibrant 24-hour downtown Miami. Robert L.
