HomeMy WebLinkAboutcover memoCITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM CA.15 TO: Honorable Mayor and FROM M- •ers of tCity Commi Jo A riola Chef ' dministrator/City Manager DATE: SUBJECT: REFERENCES NOV 2 5 2003 FIFE; FM-128.dac Resolution Authorizing the Acquisition of Powerheart G3 AEDs and Accessories ENCLOSURES: Resolution RECOMMENDATION It is respectfully recommended that the City Commission adopt the attached Resolution authorizing the acquisition of Powerheart G3 automated external defibrillators (AEDs) and accessories, including a five year warranty, for the Department of Fire -Rescue, from Cardiac Science, Inc., a non-local/non-minority vendor, located at 1900 Main Street, Suite 700, Irvine, California 92614, under the existing State of Florida SNAPS III Contract No. 4651951-4, effective through May 17, 2004, for a total cost not to exceed $91,779.33. Funds for this purchase are available from the State of Florida Emergency Medical Services ("EMS") Matching Grant 3004 Award (FY 2003), Project No. 110118, Account Code No. 280212.6.840. BACKGROUND The Department of Fire -Rescue received a grant from the State of Florida Department of Health to initiate a Public Access Defibrillation (PAD) program. In accordance with the provisions of the grant, the Department of Fire -Rescue is seeking to purchase forty- one (41) Powerheart G3 AEDs, forty-one (41) G3 carrying cases, forty-seven (47) ready kits, one hundred twenty-nine (129) set of electrodes, forty-one (41) wall mount cases, and forty-one (41) extended life lithium batteries necessary for the implementation of the department's PAD program. These devices will allow the Department of Fire - Rescue to begin its training of personnel comprised of either security guards, or easily assembled "Rapid Response Teams" made up of volunteer City of Miami employees who would respond to calls of "person down." These teams will be trained to give first aid CPR and administer defibrillation shocks in the shortest time possible; thereby, improving the outcomes of survival and recovery for victims of heart attack, stroke, and other emergencies. Studies have shown that the Powerheart G3 AED is an effective life saving device used to treat victims of sudden cardiac arrest, which is one of the leading causes of death in the United States. This living saving equipment is the first and only device on the market that features a one -button voice prompted operation that guide the user through Honorable Mayor and Members of the City Commission Page 2 of 2 every step of the rescue process to eliminate rescuer confusion and uncertainty. The Powerheart G3 AED is lightweight, and its easy -to -use features will allow trained personnel to defibrillate cardiac arrest victims quickly and effectively, dramatically improving the chances of survival from a cardiac arrest. In addition, this device is the only AED on the market that automatically tests all three critical components daily including the pre -connected electrodes (presence and function), IntelliSense® lithium battery, and system, virtually assuring first time, every time rescue performance. Moreover, the Powerheart G3 AED provides audible alerts to deficiencies, and does not request or require spare batteries. Therefore, by having this equipment readily available throughout various City facilities, it can give someone a second chance at life.
