A RESOLUTION OF THE MIAMI CITY COMMISSION, AMENDING RESOLUTION
NO. 98-631, AS AMENDED BY RESOLUTION NO. 98-767, WHICH
ESTABLISHED THE DEBT MANAGEMENT POLICY TO EXPAND THE DUTIES,
RESPONSIBILITIES AND SCOPE OF REVIEW TO BE UNDERTAKEN BY THE
FINANCE COMMITTEE.
WHEREAS, the Finance Committee was established by the City Commission in relation to the
Debt Management Policy of the City of Miami ("City") pursuant to Resolution No. 98-631, as
amended by Resolution No. 98-767; and
WHEREAS, in the years that have passed since the adoption of said Resolutions, the Finance
Committee has reviewed said Debt Management Policy and recommends broadening the scope
of its review to include other matters; and
WHEREAS, the City Commission finds it to be in the best interests of the City to incorporate
the Finance Committee's recommendations;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted
by reference and incorporated as if fully set forth in this Section.
Section 2. The duties and scope of review to be undertaken by the Finance Committee as
established by Resolution No. 98-637, as amended by Resolution No. 98-767, are expanded to
include the following additional responsibilities:
a. City Risk Management and Insurance;
b. City Compensation, Benefits, and Pensions;
c. City Financial matters;
d. City Debt Restructuring;
e. City Investments;
f. City Financial Consultants; and
g. All matters related to, allied with, or incidental to any of the foregoing.
Section 3. The Finance Committee is directed to present its recommendations to the City
Commission as applicable.
Section 4. The Debt Management policies will be amended, as appropriate, to implement this
Resolution, subject to City Commission approval.
Section 5. This Resolution shall become effective immediately upon its adoption and signature
of the Mayor.{1}

{1} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall
become effective immediately upon override of the veto by the City Commission.
