RECOMMENDATION
It is respectfully recommended that the City Commission adopt the attached Resolution
authorizing the procurement of IBM computer hardware, software, and other related
equipment and services, from International Business Machines (IBM) Corporation, a
non-minority/non-local vendor, located at 1 Alhambra Plaza, Coral Gables, Florida,
33134, under existing State of Florida Contract No. 973-504-03-1, effective until March
31, 2004, and any extensions, in an amount not to exceed $844,308.55, for the
purpose of enhancing the City of Miami's emergency management command and
control capabilities. Funding for this acquisition is available from the Grant entitled,
"Urban Areas Security Initiative (UASI) Grant Program II", Project No. 110111, Account
Code No. 280910.6.840.
BACKGROUND
As the lead agency for citywide emergency management, the City of Miami Department
of Fire -Rescue needs to acquire IBM hardware, crisis management software, and other
related interoperable communications technology and services to enhance the City's
command and control operations. In order to effectively prepare for an emergent
citywide response to the constantly developing homeland security threats or to the ever-
present threat of natural disaster, it is imperative that the City enhance its capabilities
with the recommended equipment to maintain the continuity of municipal services
during threatened or actual catastrophic events.
In the event of a hurricane, natural, or man-made disaster, the City of Miami
Emergency Operations Center (EOC) becomes the operational link to both the public
and private sector resources that would be required to successfully deal with a
catastrophic event. The proposed equipment and technology enhancements will
improve the City's capability to receive, manage, and disseminate critical information
and coordinate emergency response and recovery activities in the face of disaster
conditions. Should a failure or a threat to the primary EOC occur, the IBM portable
equipment will allow for relocation and redeployment in another predetermined location;
thereby, enhancing the citywide capability to continue to provide for the service needs

of the community. Most importantly, this technology initiative is consistent with and
funded by the Federal Urban Areas Security Initiative (UASI) Grant Program II.
