Resolution accepting the bids for
one (1) each HazMat Chemical
Identifier and Portable Handheld
Chemical Detection Monitoring
System; Bid No. 02-03-211
RECOMMENDATION
It is respectfully recommended that the City Commission adopt the attached Resolution accepting
the bids of Aramsco, located at 101 Industrial Blvd., Winter Haven, FL 33881 (Non-
Minority/Non-Local vendor) and SenslR Technologies, located at 14 Commerce Drive, Danbury,
CT 06810 (Non-Minority/Non-Local vendor) for the procurement of one (1) each HazMat
chemical identifier and portable handheld chemical detection monitoring system, with optional
on -site training of City personnel and extended three (3) years maintenance program, for the
Department of Fire -Rescue, in an amount not to exceed $65,465.00.
Funds for this acquisition are available from the Fire -Rescue Homeland Defense Preparedness
Bond Program Project No. 313305, Account Code No. 289307.6.840.
BACKGROUND
In an effort to continue to excel in life safety within the City of Miami, the Department of Fire -
Rescue is seeking to purchase one (1) each HazMat chemical identifier and portable handheld
chemical detection monitoring system, including optional on -site training of City personnel and
extended three (3) years maintenance program. This emergency responder equipment is
necessary to be used by the department's Hazardous Material (HazMat) Response Team to detect
and analysis toxic industrial materials and weapons of mass destruction agents at the scene of an
incident.
Currently, the Department of Fire -Rescue lacks the necessary tool to provide initial
determination of unknown substances. The proposed HazMat chemical identifier is a rugged tool
used to screen hazardous waste, chemical spills and environmental contamination. This system is
capable of identifying toxic industrial chemicals, nerve and blister agents and common household
chemicals in solid and liquid form. In addition, this device is very simple to use and provides
quick response and on -the -spot data on hazardous materials without having to transport samples
to a laboratory. Moreover, having this equipment readily available would allow the firefighters
to rapidly and accurately assess a chemical product and minimize the downtime a building is
evacuated and out of service. To better serve the residents ofthe City of Miami, it is imperative

that the Department of Fire -Rescue is equipped with the most effective tools possible when
engaged in emergency operations.
The Department of Fire -Rescue has analyzed the bids received pursuant to Bid No. 02-03-211.
The bids from Aramsco and SenslR Technologies were deemed as the lowest responsible and
responsive bidders, meeting specifications and are therefore recommended for award.
Fiscal Impact: None. Funded by the Fire -Rescue Homeland Defense Preparedness Bond
Program Project.
