Professional Services Agreement
Service Provider: Robert Weinreb
Term of Contract: October 1, 2003 — September 30, 2004
SCOPE OF SERVICES
Projects:
• Bicentennial Park Redevelopment
Mr. Weinreb will serve as the Project Manager for this effort and will report directly to
the Director of the Department of Planning & Zoning. As the Project Manager, Mr.
Weinreb will have primary responsibility for the following:
1. Intergovernmental Coordination — Responsible for coordinating the City's
interaction with the Florida Department of Environmental Protection (FDEP), the
Florida Inland Navigational District (FIND), Miami -Dade County, Miami -Dade
Water & Sewer, Florida Department of Transportation (MOT), the City of Miami
Waterfront Advisory Board, and any other governmental agency that has jurisdiction
with regard to matter impacting the redevelopment of Bicentennial Park.
2. Grant Writing — Will work with the Office of Grants Administration to ensure that
the City of Miami is actively seeking all available grants from both public and private
sources for the redevelopment of the park. Mr. Weinreb will also assist in the grant
application process with such tasks as data gathering and grant writing, as needed.
3. Grant Compliance — Will assist the Office of Grants Administration with grant
compliance by assisting with the timely submittal of reports to the grant agency and
submittal of reimbursements for eligible expenses incurred by the City of Miami in
conjunction with receipt of the grant.
4. Development & Maintenance of a Project Matrix - Sole responsibility for the
development and maintenance of a project matrix detailing all necessary tasks to
ensure project completion and status of progress to date. Updated copies of the
work schedule are to be provided to the supervising Director on a monthly basis.
Mr. Weinreb will also be responsible for advising the supervising Director and the
Chief of Operations of departmental failures to complete assigned tasks.
5. Meeting Coordination & Record Keeping — Primary responsibility for the scheduling
of regular project meetings. Sole responsibility for the preparation of meeting
agendas and minutes.

• Virginia Key Redevelopment
Mr. Weinreb will serve as a primary consultant to the Planning & Zoning Department
for this effort and will report directly to the Director. His areas of focus with respect to
this project will include: 1.) Marine Stadium Reuse; 2.) Preservation/Improvement of
the conservation area; and 3.) Clean-up of the land fill site. Mr. Weinreb will have
primary responsibility for the following:
1. Intergovernmental Coordination — Same as above for Bicentennial Park.
2. Grant Writing — Same as above for Bicentennial Park.
3. Development & Maintenance of a Project Matrix — Sole responsibility for the
development and maintenance of a project matrix detailing all the necessary tasks to
ensure project completion and status of progress to date. Updated copies of the
work schedule are to be provided to the supervising Director on a monthly basis.
4. Meeting Coordination & Record Keeping — Will assist with the scheduling of regular
project meetings and preparation of meeting agendas and minutes, as needed.
• Miscellaneous Projects
Mr. Weinreb will provide the Departments of Planning & Zoning and Economic
Development with assistance as requested by the respective Department Directors, Chief
of Operations, or the City Manager for the following projects:
1. Coconut Grove Sailing Club — Lease Negotiations
2. Miami River Redevelopment
3. Watson Island Redevelopment
