Recommendation for rejection of all
proposals in response to RFP #02-
03-158 regarding Network
Backbone Equipment Maintenance
Services; and re -issue new
solicitation
RECOMMENDATION
It is respectfully recommended that the City Commission reject all proposals and issue a new
solicitation with an expanded scope of work for Network Backbone Equipment Maintenance
Services.
BACKGROUND
The City of Miami issued RFP 02-03-158 to seek proposals from qualified and experienced firms
to provide Network Backbone Equipment Maintenance Services for the Network Infrastructure as
the existing contract was due to expire January, 2004. In excess of eighteen (18) solicitations
were mailed and the RFP was made available to download via the Internet.
A total of three (3) responsive and responsible proposals were received and evaluated by an
Evaluation Committee. Requested services cover maintenance of all the network backbone
equipment such as switches, routers, modems, and hubs. This equipment is the core of the City's
data network and computer services rely on it.
Upon further review, the Purchasing Department and the Information Technology Department
concluded that the Scope of Work in the RFP was overly restrictive and that potentially
substantial savings would accrue to the City if this RFP was re -issued with a broadened scope of
work.
This memorandum corrects and supercedes the memorandum of December 2, 2003.
