HomeMy WebLinkAboutAnalysis• • • ANALYSIS FOR AMENDMENT TO COMPREHENSIVE PLAN TO DESIGNATE THE BUENA VISTA REGIONAL ACTIVITY CENTER Application No. LU- 2003-006 DISCUSSION The proposal has been reviewed for an amendment to the text of the Comprehensive Plan in order to specifically designate the Buena Vista Regional Activity Center within the City limits. The specific proposal presented herein would add the following language to the Future Land Use Element as follows: Buena Vista Yards Regional Activity Center The Buena Vista Yards Regional Activity Center is hereby designated to be a Chapter 380 Regional Activity Center and, subject to amendment of the Strategic Regional Policy Plan for South Florida by the South Florida Regional Planning Council, as a regional de- velopment district (a geographic area specifically designated as highly suitable for in- creased threshold intensity) for the purpose of increasing DRI thresholds. General Location: South of NE 36th Street, North of NE 29th Street. East of North Miami Avenue and West of the Florida East Coast Railroad (FEC) right-of-way; excluding certain properties lo- cated along NE 29th Street. (See Future Land Use Plan Map for exact boundaries). Permitted uses shall be as for the underlying land use classification. The Planning and Zoning Department is recommending APPROVAL of the application as presented based on the following findings: • It is found that the subject properties are surrounded by commercial and residential uses and that the Regional Activity Center designation will allow the property to be redeveloped in a more flexible manner that will allow it to better serve the existing context of the area. • It is found that the character of the area is mixed use with commercial and abutting residential land uses. • It is found that the proposed designation is consistent with the City's urban infill objectives by promoting the infill of such properties with appropriate residential density and mixed -use opportunities. • It is found that the proposed designation complies with all of the specified criteria for designation as a Regional Activity Center pursuant to the City of Miami Comprehensive Neighborhood Plan. These findings support the position that the Buena Vista property (as described herein) should be designated a Regional Activity Center. It also should be stated, that whereas MCNP Land Use Policy 1.1.1. requires development or redevelopment, that results in an increase in density or intensity of land use, to be contingent upon availability of public facilities and services that meet or exceed the minimum LOS standards adopted in the Capital Improvement Element (CIE) (CIE Policy 1.2.3.). As such, all development and redevelopment proposed for this Regional Activity Center shall be subject to concurrency requirements. •
