HomeMy WebLinkAboutR-03-1202City of Miami Legislation Resolution: R-03-1202 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 03-0223 Final Action Date: 11/25/2003 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), AUTHORIZING THE ALLOCATION OF COMMUNITY DEVELOPMENT BLOCK GRANT ("CDBG") FUNDS, IN THE AMOUNT OF $90,000, FROM PREVIOUSLY APPROVED DISTRICT 5 LITTLE HAITI JOB CREATION PILOT PROJECT SET -ASIDE, AND ALLOCATING SAID FUNDS TO AMAZING MINDS ACADEMY, INC. IN THE FORM OF A FIVE-YEAR DEFERRED, FORGIVABLE LOAN, TO CREATE AND MAINTAIN NEW EMPLOYMENT OPPORTUNITIES FOR RESIDENTS OF THE LITTLE HAITI NEIGHBORHOOD FORA FIVE-YEAR PERIOD, SUBJECT TO THE FOLLOWING PROVISIONS: (1) APPLICANT MUST PROVIDE EVIDENCE OF AVAILABLE FINANCING TO COMPLETE THE PROJECT, (2) PROJECT MUST RECEIVE AN APPROVED ENVIRONMENTAL CLEARANCE FROM THE UNITED STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT, AND (3) PROJECT MUST MEET ALL APPLICABLE LOCAL, STATE AND FEDERAL REGULATIONS; FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT, IN SUBSTANTIALLY THE ATTACHED FORM, FOR SAID PURPOSE. WHEREAS, Resolution No. 98-402.1, adopted April 14, 1998, authorized the allocation of Community Development Development Block Grant ("CDBG") funds, in the amount of $225,000, to implement the Little Haiti Job Creation Pilot Project ("Pilot Project"), which represented the first installment of a five-year commitment to create jobs and stimulate businesses in the Edison Little River area; and WHEREAS, pursuant to Resolution No. 01-443, adopted May 1, 2001, the City Commission approved the creation of the Pilot Project and adopted Project guidelines; and WHEREAS, on April 23, 2003, the Pilot Project Advisory Board recommended that CDBG funds, in the amount of $90,000, be allocated to Amazing Minds Academy, Inc., to create and maintain new employment opportunities for residents of the Little Haiti neighborhood for a five-year period; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The allocation of CDBG funds, in the amount of, $90,000, from previously approved District 5 Little Haiti Job Creation Pilot Project set -aside, and the allocation of said funds to Amazing Minds Academy, Inc., in the form of a five-year deferred, forgivable loan, to create and City of Miami Page 1 of 2 File Id: 03-0223 (Version: 2) Printed On: 8/22/2016 File Number: 03-0223 Enactment Number: R-03-1202 maintain new employment opportunities for residents of the Little Haiti neighborhood for six new jobs for a five-year period, is authorized, subject to the following provisions: (1) applicant must provide evidence of available financing to complete the project, (2) project must receive approved environmental clearance from the United States Department of Housing and Urban Development, and (3) project must meet all applicable local, state and federal regulations. Section 3. The City Manager is authorized{1} to execute an agreement, in substantially the attached form, for said purpose. Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.{1} Footnotes: {1} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
