RECOMMENDATION,
It is respectfully recommended that the City Commission adopt the attached Resolution approving
the "2004-2009 Multi -Year Capital Improvement Plan b
BACKGROUND
The Department of Capital improvements, created October 1, 2002, is tasked with the
responsibility to fiscally manage and track all capital expenditures of the City. Additionally, the
Department directs and executes capital Improvement projects for the City that require
professional design and engineering services. Pursuant to the provisions of Florida Statutes,
Section 163.3177, adopted by the City as part of the Financial Integrity Ordinance, No.11800 as
amended, and codified as Section i13-541-18-542 in the City Code, we are required to prepare a
capital plan detailing improvements needed to support City services. The Plan Is to Identify
funded. partially funded, and unfunded projects; to detail current Fiscal Year plus five (5)
additional years; and to include independent needs assessments from departments. The Capital
Improvement Plan is detailed by fund, identifies revenue sources, planned financing options, and
unfunded projects.
We have prepared a Capital Plan that was presented at the Capital Improvement Plan Workshop
on October 15, 2003. Modifications requested at that meeting have been incorporated toga the
present draft. As shown at the workshop, the plan is categorized into five (5) Program Areas: 1)
Public Safety - encompassing Police and Fire -Rescue; 2) Recreation & Culture - encompassing
Parks & Recreation and Public Facilities; 3) infrastructure & Environment - encompassing Public
Works, Transportation, and Solid Waste; 4) Community & Economic _Development -
encompassing Economic Development and Planning; and 5) General Government JIB Sepr4c8s -
encompassing Information Technology and GSA/Facilities Maintenance. An additional section
details ail of the capital projects currently managed by the Capital Improvement Department, for all •
using or client departments. Another section provides detailed Information on the HDNI Bond
program. Lastly, projects are discussed for each Commission District.
