NEW TENTATIVE PLAT #1619
Located between NE 29 Terrace and NE 30 Street
Westerly of NE 7 Avenue
Dear Ladles and Gentlemen:
The City of Miami Plat and Street Committee, at its meeting of February 6, 2003, approved
the above tentative plat subject to the following revisions being made to the tentative
plat, additional information being provided and/or variances being granted. Please be
advised that the processing of your tentative plat cannot proceed until these conditions
have been satisfied.
In addition to the above requirements, you should be aware of the following:
1. In the location sketch:
a. Provide a sectional/fractional legal description.
b. Provide subdivision name, lot and block numbers, and plat book and page
numbers for each shown subdivision.
c. For REVISED PLAT OF BROADMOOR PLAZA, show tracts 1, 2 and 3; delete lot and block
references and its graphic depiction. This also applies to the main sketch.
d. Label NE 31 Street as such.
e. Hash in the whole plat area.
f. Change the statement SURVEY SITE to PLATINUM TRACT.
g. Provide zoning designations and zoning district lines.
2. heavy up the limits of the plat.
3. Provide a distance and a bearing for the centerline of each adjacent street; also show
City of Miami monument lines and provide distances and bearings for the same.
4. Show the proposed 25-foot corner radius, with curve data at each of the Northeast
and the Southeast corners of the proposed plat. Also Identify the external areas as to
be dedicated for right-of-way and provide the square footage. If the existing C.B.S.
wall is to remain, a request for the waiver of the 25-foot corner radius design standard
must be submitted to the Supervisor of Plats.
5. In Surveyor's note #2, define the assumed meridian.
6. Label the owner information as owner's name and address.

7. Define the zoning information and reference it as according to City of Miami Zoning
Ordinance 11000, as amended.
8. In Surveyor's note #4, modify the statement to: An expressed purpose of this plat is
to close and vacate the 6' easement as shown in REVISED PLAT OF BROADMOOR PLAZA
(PR 32, PG 76).
9. Describe the specific development intent on the tentative plat.
10. In addition to distances, provide bearings along the tie line to the fractional corner at
NE 2 Avenue and NE 27 Street Alley.
11. Delete angle values from the main sketch.
12. Provide elevations on a 50' x 50' grid.
13. An opinion of title, In the City of Miami opinion of title form, must be provided at the
time of the final plat submittal. The opinion must cover from the beginning to a most
recent date.
14. Label the proposed tract as TRACT A in the main sketch. Also show the square footage
and acreage in the main sketch.
15. State what kind of units will be In the proposed multi -family building.
16. Be advised that Owner's Gap Affidavit is not acceptable and it will not be accepted
when the final plat is submitted.
17. Special Exception #4 identifies a Southern Bell Telephone and Telegraph Company
easement. This easement must be shown on the tentative and final plats if it is not
released.
18. Special Exception #5 references restrictions created and set forth by the geed
recorded on September 22, 1913 in Deed Book 111 at Page 415. Will the instrument
affect the proposed development? Provide a copy of the instrument to the Public
works Department.
19. In reference to Special Exception #6, be advised that easement holders will have to
execute the final plat.
20. The notary acknowledgment portion of the application for tentative plat approval
must be completed.
21. Since the City of Miami Is the holder of the storm easement shown on the underlying
plat, it will have to execute the application for tentative plat approval and the final
plat.

22. Be advised that current backup documentation will be required for all who execute
the final plat. A resolution for authority to execute documents and a Certificate of
Good Standing from the Secretary of State is required, if applicable.
23. An opinion of title as to the reversionary rights for the easements to be closed and
vacated will be required by the Zoning Board. The opinion of title must also address
whether or not there are Individuals, in addition to the abutting property owners,
having an interest in the easements to be closed and vacated. A copy of the opinion
of title must be provided to the Public Works Department.
24. A sketch and legal description, with a square footage for the proposed closure, will be
required by the Zoning Board. Contact Tereslta Fernandez, Chief of the Hearing
Boards, at 305-416-2030. Provide a copy to the Public Works Department on 81/2"x 11"
paper.
25. Construction of a relocated storm sewer system along NE 29 Terrace, with an
emergency overflow to the NE 30 Street outfall system, is required.
26. The Plat and Street Committee has reviewed the tentative plat of "Platinum Tract" and
determined that all technical requirements contained In the Miami City Code
Subdivision Regulations have been met and has approved the tentative plat. The
members of the Plat and Street Committee have further considered the request for
vacation and closure of this easement with respect to Miami City Code requirements
and have voted 4 in favor and 0 in denial of this vacation and closure request.
In addition to the above requirements, you should be aware of the following:
1. State and local laws require the installation of various physical improvements in the
public rights -of -way when property Is platted. These subdivision improvements
include paving, drainage, landscaping, sidewalks, etc. In some cases this could
represent a substantial investment on your part.
2. The alteration, relocation or installation of utilities such as storm and sanitary sewers,
electric, telephone, water, etc. caused by this plat will be at the property owner's
expense. Also, utility easements may be required on the property being platted.
3. A building permit will not be issued on the property being platted until the final plat
Is recorded. Also, the Certificate of Occupancy for any building construction will be
issued only after all the required subdivision improvements have been completed.
4. Approval for fire flow requirements must be obtained from the Fire -Rescue
Department prior to the issuance of a building permit.

5. Additional items must be provided to the City of Miami Department of Public works
before the final plat is submitted to the City Commission for approval. You will be
notified in writing as to what these Items are after the amount of the bond has been
determined for the necessary subdivision improvements.
6. Tentative plat approval is only valid for one (1) year from the date of the Plat and
Street Committee meeting at which time It was approved.

Your tentative plat entitled PLATINUM TRACT is now being processed. As stated in our
February 10, 2003 letter, State and City laws require that the owner(s) of land being
platted or replatted enter Into an agreement with the City to construct certain
improvements. To insure that these subdivision improvements are constructed, a
performance bond, letter of credit or cashier's check will be required guaranteeing the
completion of these improvements within one year from the acceptance of the new plat

You and your engineer should confer with the Department of Public Works to discuss the
proposed improvements. Your engineer will be required to prepare and seal complete
construction plans for these improvements. The plans must be submitted to the
Department of Public Works for review and approval prior to the issuance of any permits.
Reasonable time must be allocated for the proper review of the construction plans by
City personnel. A reproducible mylar of the approved plans (maximum size 24" x 36") shall
be submitted to the Department of Public Works prior to the Issuance of any building or
construction permits on the property being platted.
Construction of the subdivision Improvements shall not commence until your contractor
has obtained the required permits. A line & grade permit fee must be paid by your
contractor if new sidewalk and/or curb and gutter Is to be constructed. An excavation
permit fee must be paid by your contractor If new drainage structures are to be installed.
Any construction on a state road including relocation of utility or Tight poles will also
require a permit from the Florida Department of Transportation. Also, your surveyor will
be responsible for the layout and final measurements of the subdivision improvements.
A copy of the "as -built" survey shall be submitted to the Highway section for approval
prior to the release of the subdivision improvement bond.
The landscaping estimate, when included, Is based on full coverage of solid sod and
planting of specified trees. The owner(s) will be required to guarantee the landscaping
for one year after the subdivision Improvements have been accepted by the Department
of Public Works.

Water service requirements are not included in the improvements listed above. For
Information concerning water mains and appurtenances, contact Miami -Dade Water &
Sewer Department at 305-665.7471.
When the final plat has been prepared by your surveyor, It Is to be submitted to the
Department of Public Works (Survey Section) for checking and processing. The following
Items are to accompany the linen or mylar tracing of the final plat and are to be received
by our Survey Section no later than six (6) weeks prior to the Commission meeting at
which your plat Is scheduled for City Commission approval.
1. Final plat original (Inked).
2. Three (3) prints of final plat.
3. $350.00 check for platting fee.
4. Paid tax receipts for property being platted.
5. Approval letters from utility companies concerning easements and services.
6. Letter of Credit, Performance Bond or Cashier's Check for amount of subdivision
improvements. (Forms provided by Public Works).
7. Executed agreement, in triplicate, between owner(s) and City for subdivision
Improvements. (Forms provided by Public Works).
8. A recent opinion of title, in triplicate, from an attorney. (Forms provided by Public
Works.)
9. Proof that all liens on property have been paid.
