Proposed First ' e d m: Ordinance- to amend Section 2-1152 of the City Code related
to the Commum y " ations Board to (1) increase the number of members appointed,
(2) change the pr ess by which vacancies are filled, and (3) change the number of
members required for a quorum (J-03-663)
The attached proposed first reading ordinance, prepared at the request of the Community
Relations Board ("CRB"), is submitted for your consideration to amend Section 2-1152 of the City
Code to: (1) increase from twelve to thirteen the number of members appointed to the CRB by giving
the Mayor the right to appoint three, instead of two members; (2) change the process by which
vacancies on the CRB are filled to require that the Mayor or City Commission choose their
appointments from a list of candidates submitted by CRB members, and (3) change to seven members,
the number of members required for a quorum.
Presently the CRB is comprised of twelve members. The Board has found that an even number
of members often results in tie votes when the CRB is meeting and conducting business. The new
nominating process is mirrored after the successful selection process employed by the Civilian
Investigative Panel. It is the CRB's desire to assist in the selection of the most qualified candidates.
This ordinance has been transmitted to the Agenda Coordinator for placement on the
October 9, 2003 City Commission Agenda.
