HomeMy WebLinkAboutcover memo -1CITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM EM.1 TO FROM The Honorable Mayor Members of the City Commission Joe A Chief DATE: SUBJECT : REFERENCES: OCT 3 0 2003 FILE : Proposed Emergency Ordinance Weed and Seed Program nistrator/City Manager Grant ENCLOSURES: RECOMMENDATION It is respectfully recommended that the City Commission adopt the attached Emergency Ordinance, establishing initial resources and initial appropriations for a Special Revenue Fund entitled: "Weed and Seed Program," in the amount of $209,50,000, consisting of a grant from the Department of Justice, Executive Office for Weed and Seed, through the Miami/Miami-Dade Weed and Seed, Inc. There are no matching funds required of the City of Miami. This original grant amount has been modified to reflect an available balance of $195,623.20, which takes into account the $13,876.80 that was already disbursed directly by the local Weed and Seed office under the terms and conditions of the original grant award. BACKGROUND The Weed and Seed Program is an innovative, comprehensive and integrated multi -agency approach to law enforcement and community revitalization for controlling and preventing crime, drug abuse, gang activity and improving the quality of life in targeted neighborhoods. The grant awarded to the City of Miami is for two designated communities. The first community is Model City, which has spent $2,672.82 of its original $74,500 grant budget allocation for Fiscal Years 2001-2002/2002-2003, and as of this date has $71,737.18, available for spending. The second community is Little Haiti, which has spent $11,203.98 of its original $135,000 grant budget allocated for Fiscal Years 2001-2002/2002-2003, and as of this date, has $123,796.02 available for spending. The available funds will be used for the payment of overtime, travel, training, equipment, and other operational expenses, as approved. This original grant award contained provisions and allowed for direct payment of expenses through the local Weed and Seed Office. It was determined that this funding arrangement does not comply with the mandates of the City Charter and Code regarding acceptance of grants. This administrative process was recently concluded and, as a result the Weed and Seed office has modified the terms and conditions of the grant funding and granted the department an extension through March 2004 to expend the grant balance of $195,623.20. The modified grant agreement requires that the department follow the city's procurement policies and establishes procedures for the Miami/Miami-Dade Weed and Seed, Inc., to reimburse the city for allowable grant expenditures. Due to the short time parameters established (October 1, 2003 through March 30, 2004) for use of said grant funds, it is necessary to adopt this Ordinance as an Emergency Ordinance, so the grant may be utilized to its fullest potential.
