HomeMy WebLinkAboutmemos-1CITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM The Honorable Mayor and Members Of the City Commission ( Joe Arriola Cliief Administrator/City Manager DATE SUBJECT: REFERENCES: ENCLOSURES: November 13, 2003 FILE : Resolution Ratifying City Manager's Emergency Finding to Waive the Requirements of Competitive Sealed Bids and Competitive Selection Procedures- Free Trade Areas of the Americas (FTAA) RECOMMENDATION It is respectfully recommended that the City Commission adopt the attached Resolution ratifying the City Manager's emergency finding of waiving competitive sealed bid requirements and competitive selection procedures for the acquisition of such services, equipment, goods and/or materials as may be required to protect the life, health, welfare, safety of residents and property; and for burden relief and assistance due to any damage caused by, and in connection with, the Free Trade Areas of the Americas (FTAA); providing that the City Manager be permitted to proceed in the future without express City Commission approval in the execution of such contracts and/or agreements, and the Chief Procurement Officer to issue purchase orders in conjunction with said protection of life, health, welfare, safety of residents and property; and for burden relief and assistance where said individual purchase does not exceed an amount of $100,000; subject to budgetary approval; and instructing the City Manager and Chief Procurement Officer to submit to each City Commissioner a copy of each contract/agreement and/or purchase order at the next scheduled commission meeting. BACKGROUND The City of Miami is hosting the Free Trade Areas of the Americas from November 17, 2003 thru November 21, 2003. Where it is anticipated that this historic event will draw protestors from all over the country; and in cases, where such protests creates an immediate threat to the life, health, welfare, safety of residents and property, the City Manager has found it necessary pursuant to the City's Purchasing Code, section 18-90, Emergency Procurements, to waive the competitive sealed bids and competitive selection procedures, when necessary, for the purchase of any services, equipment, goods and/or materials as may be required to ensure the safety of residents and protection of property.
