during the FTAA Conference
Attached are cover memoranda for a Resolution ratifying the City Manager's emergency
authorization to procure sandwich meals and miscellaneous food items from Lopetegui
Corporation, Hispanic/Local vendor, located at 400 N. W. 2 Avenue, Miami Subs, Non-
Minority/Local vendor, located at 1495 N. W 10th Avenue, and Karlen Foods DBA Tropics, Non-
Minority/Local vendor, located at 444 S. W. 2nd Avenue, to provide the troops as it relates to the
upcoming Free Trade Area of the Americas conference, in the amount of $100,000. Funding is
available from the Police General Operating Budget, Account Code No. 001000.290201.6.270.
The City of Miami Police Department along with approximately thirty (30) to thirty-five (35) other
agencies will be providing police services during this conference, and personnel from these other
agencies must also be provided with meals. The department is anticipating over 3,000 law
enforcement personnel will be involved in this effort.
On October 22, 2003, two (2) bids were received pursuant to Bid No. 02-03-226, Sandwich Meals
and Miscellaneous Food Items, for the upcoming Free Trade Area of the Americas conference.
One of these vendors, Southern Experience Mobile Kitchen, was deemed non -responsive for failure
to have a City of Miami Occupational License, as required by the bid. The second vendor,
Lopetegui Corporation, could only provide a total of 750 sandwich meals. A second alternative
bid was issued to secure other vendors for these services. Miami Subs and Karlen Foods DBA
Tropics were deemed responsive and will be able to provide sandwich meals and miscellaneous food
items, on an as needed basis.
Your initials are required on the bottom left hand corner of the memorandum from the City
Manager to the Mayor and City Commissioners. Please return the entire package to the Business
Management Section for further distribution.

It is respectfully recommended that the City Commission adopt the attached Resolution ratifying the
City Manager's emergency action authorizing the Police Department to procure sandwich meals
and miscellaneous food items from Lopetegui Corporation, Hispanic/Local vendor, located at 400

During the FTAA Conference
No funding allocation was made on MPD's FY'04 General Fund Budget for FTAA-related
expenditures. MPD was advised that the City was expecting Federal funding for this purpose.
FTAA expenses, therefore, have thus far been processed out of MPD's general operating budget
and out of the Law Enforcement Trust Fund, with the understanding between MPD and the Office
of Strategic Planning, Budgeting and Performance, that all FTAA-related expenses will be reversed
upon the City receiving the expected federal funding. Presently, however, MPD's general operating
budget, in certain expenditure codes has been impacted negatively.

Section 1. By an affirmative vote of four -fifths (4/5ths)
of the members of the City Commission, ratifying, approving and
confirming the City Manager's finding of an emergency, by the City
Commission, for the emergency purchase of sandwich meals and
miscellaneous food items for law enforcement personnel during the
upcoming Free Trade Area of the Americas Conference, for the
Department of Police, from Lopetegui Corporation, Miami Subs and
Karlen Foods DBA Tropics, in the amount of $100,000.00, with funds
therefor hereby allocated from the Police General Operating
Budget, 001000.290201.6.270)
Section 2. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.'
