HomeMy WebLinkAboutR-03-1153City of Miami Legislation Resolution: R-03-1153 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 03-0180 Final Action Date: 11/13/2003 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), AUTHORIZING THE ALLOCATION OF UNITED STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT ("HUD") FUNDS, IN THE AMOUNT OF $49,500 ($20,000-29TH YEAR CDBG, $5,000-SECTION 8, $5,000-HOME, AND $19,500-HOPWA), TO URBANA RESEARCH & CONSULTING, INC. TO PROVIDE CONSULTANT SERVICES RELATING TO THE FIVE YEAR CONSOLIDATED PLAN; FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE A PROFESSIONAL SERVICES AGREEMENT, IN SUBSTANTIALLY THE ATTACHED FORM, FOR SAID PURPOSE. WHEREAS, the United States Department of Housing and Urban Development ("HUD") requires applicants that are states or units of general local government to have a HUD approved Consolidated Plan, in accordance with 24 CFR part 91; and WHEREAS, HUD also mandates that all such applicants submit a certification that the application for funding is consistent with the HUD -approved Consolidated Plan; and WHEREAS, since the City has limited experience in the development of such a massive endeavor, the services of an experienced consultant in urban research and planning must be contracted to ensure the success of the prototype Five Year Consolidated Plan; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The allocation of HUD funds, in the amount of $49,500 ($20,000-29TH YEAR CDBG, $5,000-SECTION 8, $5,000-HOME, AND $19,500-HOPWA), to Urbana Research & Consulting to provide professional services relating to the Five Year Consolidated Plan, is authorized. Section 3. The City Manager is authorized{1} to execute a Professional Services Agreement, in substantially the attached form, for said purpose. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.{2} Footnotes: {1} The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. {2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
