RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the attached Resolution,
allocating $49,500 of U.S. Department of Housing and Urban Development (HUD) funds
($20,000, 29th Year CDBG; $5,000, Section 8; $5,000, HOME; and $19,500, HOPWA) to
Urbana Research & Consulting, Inc. to provide consultant services relating to the Five Year
Consolidated Plan; and further authorizing the City Manager to enter into an agreement with said
agency, for said purpose, substantially in the attached form, subject to applicable City Code
provisions.
BACKGROUND:
The Five Year Consolidated Plan is the document submitted to HUD that serves as the planning
tool (comprehensive housing affordability strategy and community development plan) for
jurisdictions funded, under the Community Planning and Development formula to include grant
programs (CDBG, ESG, HOME, HOPWA) in accord with 24 CFR part 91. HUD mandates all
federal funds applicants that are states or units of general local government to submit an
application with a certification affirming consistency with a HUD -approved Consolidated Plan.
The Consolidated Plan serves the following functions: 1) A planning document for the
jurisdiction; 2) An application for Federal funds under HUD'S formula grant programs; 3) A
strategy to be followed in carrying out HUD programs; 4) An action plan that provides a basis
for assessing performance.
Since the City has limited experience and resources in the planning of such a massive endeavor,
it is recommended that the services of an experienced consultant in urban research and planning
be contracted to ensure the success of the prototype Five Year Consolidated Plan project. The
administration has identified Urbana Research & Consulting, Inc. as a firm with extensive
experience in this venture.
