HomeMy WebLinkAboutcover memo -1CITY OF MIAM1, FLORIDA INTER -OFFICE MEMORANDUM CA.16 TO : FROM: The Honorable Ma and Members of t1i City Com fission Joe la Chie A ministrator/City Manager DATE : SUBJECT: REFERENCES ENCLOSURES: OCT 3 0 2003 FILE : Resolution to Accept Request for Letters of Interest No. 02-03-182; Communications Operator Services RECOMMENDATION It is respectfully recommended that the City Commission adopt the attached Resolution authorizing the City Manager to accept the selection of one (1) qualified proposer, as listed on Exhibit "A", to provide Communications Operator Services, in an annual amount not to exceed $50,000; further authorizing the City Manager to execute an agreement, in substantially the attached form, for a period of two (2) years with the option to renew for two (2) additional one-year periods. The City of Miami reserves the right to add qualified proposers to the contract, as it deems necessary. Funding is to be provided from the Police Department General Operating Budget, Account Code No. 001000. 290201.6.270. BACKGROUND On August 15, 2003, the City issued Request for Letters of Interest (RFLI) No. 02-03-182, for Communications Operator Services. One (1) response was received and deemed qualified. The staffing situation in the Police Department's Communication Unit remains at a critical level. Even with the expenditure of overtime and the hiring of additional permanent employees, there are not enough personnel available to meet required staffing. Although, the Police Department has made some progress in hiring permanent employees, the fact remains that the hiring and training process takes at least a year to complete, which affects our ability to maintain sufficient staffing. This problem is further compounded by the fact that only a small percentage of trainees successfully complete the entire process. A positive solution and the best alternative at this time, is the continued use of Communications Operators from other law enforcement agencies, as well as, former employees of the Communications Unit. The Police Department will utilize Professional Services Agreements to place these Providers under contract with the City. This provision will allow the Police Department additional time to hire and train permanent Communications Operators. Furthermore, the Police Department has a responsibility to provide adequate communications support to ensure the safety of its personnel. Without the continued ability to contract with these Providers, the Police Department's efforts to provide these services will be severely hampered. FISCAL IMPACT: None, budgeted item.
