RECOMMENDATION
It is respectfully recommended that the City Commission adopt the attached Resolution authorizing
the City Manager to accept the selection of four (4) pre -qualified proposers, as listed on
Attachment "A", to provide Latent Print Examination Services; and further authorizing the City
Manager to execute Professional Services Agreement, in substantially the attached form, for a
period of two (2) years with the option to renew for two (2) additional one-year periods, in annual
amount not to exceed $99,940. Funding is to be provided from the Police Department General
Operating Budget, Account Code No. 001000.290201.6.270.
The City, at its sole option, may reopen the qualification process should, at any time during the
contract term, there be less than three (3) pre -qualified Latent Print Examiners on the list.
BACKGROUND
On August 15, 2003, the City issued Request for Letters of Interest (RFLI) No. 02-03-197, for
Latent Print Examination Services. Four (4) responses were received and all four (4) were deemed
qualified.
The staffing situation in the Latent Print Detail has been in decline for the past decade. The detail
has gone from seven (7) full-time examiners to the current predicament of having no full-time
Latent Print Examiners (except as noted below). This detail is responsible for identifying
criminals through fingerprints left on crime scenes. The current staffing shortage has seriously
hampered this effort. The Identification/Technical Services Manager, who is a certified Latent
Print Examiner, has taken on the responsibility of confirming and signing off on all prints
examined by the contractual examiners. Currently, the department is attempting to recruit
qualified applicants to fill the one (1) Latent Print Examiner position available.

Latent Print Examination Services
A positive solution and the best alternative to the current staffing shortage is the continued use of
certified Latent Print Examiners who are either retired or presently employed by other law
enforcement agencies. The Police Department will utilize a Professional Services Agreement to
place Providers, on an as needed basis, under contract with the City. The Department has had
much success with this arrangement.
FISCAL IMPACT: None, budgeted item.
