Overview The City of Miami ("City") is seeking qualified and experienced individuals to provide Latent Print Examination Services to the Miami Police Department. Services by the contractual Latent Print Examiner(s) shall include, but not be limited to, the examination and evaluation of latent fingerprints recovered from crime scenes by the personnel of the Crime Scene Investigation Unit, and search all latent fingerprints evaluated to be of value. Examiner(s) will receive supervision and assignments from a Certified Latent Print Examiner Supervisor, or designee, in charge of the Latent Print Detail. Work will be performed in accordance with established City of Miami procedures of the Miami Police Department located at 400 NW 2nd Avenue, Miami, Florida. Hours to be performed may fluctuate from date to day and may be during regular working hours, outside of regular working hours, and/or on weekends. The City contemplates a Contract for two (2) years, with the City's option to extend for two (2) additional one (1) year periods. Should additional latent print examiners be required, the City will be authorized to add additional examiners on an as -needed, when -needed basis throughout the duration of the contract. All qualified latent print examiners shall be required to execute a Professional Services Agreement (contract) with the City, II. Scope of Services The Latent Print Examiner, at a minimum, shall meet the following requirements and perform the following professional services for the City of Miami Police Department, hereinafter referred to as the "Department." A. Will not be required to work a 40-hour work week, but will be expected to work those hours as necessary, depending on the need. Daily work hours may fluctuate from day to day. Examiners must report to the Miami Police Department, 400 N.W. 2nd Avenue, 5th Floor, Miami, Florida, where daily assignments will be made. B. Examine and evaluate latent fingerprints recovered from crime scenes by the personnel of the Crime Scene Investigation Unit. Those latent fingerprints that are found to be of value by the Examiners, and with the concurrence of the full-time Certified Latent Print Examiner Supervisor of the Latent Print Detail, will be searched. C. Search all latent fingerprints evaluated to be of value. Search. All Examiners must be familiar with A.F.I.S.: minutiae input, pattern evaluation and finger priority, and any other related duties. D. All initial latent identifications and non identifications made by the Examiners will be transferred to a full time civil service Certified Latent Print Examiner Supervisor. All Court Appearances related to the identification will be the responsibility of the full time civil service Certified Latent Print Examiner or Supervisor. E. Receive and accept supervision and assignments from a superior or his or her designee in charge of the Latent Print Detail both orally and in writing, and work is reviewed by observation, monitoring of the Examiner's operations, and the review of reports and identifications. F. Provide the Police Department with completed invoices reflecting the date and hours worked, and signed by the Examiners and Criminal Investigations Section Deputy Commander. Invoices must be reviewed and approved before payment will be authorized. G. All work performed by the Examiners will be reviewed by a Certified Latent Print Examiner or Supervisor of the Latent Print Detail. H. Provide any other services as normally and customarily required of contractual latent print examiners for the Miami Police Department. III. Cone of Silence Pursuant to Section 18-74 of the City of Miami Ordinance No. 12271, a "Cone of Silence" is imposed upon each RFP, RFQ, RFLI, or IFB after advertisement and terminates at the time the City Manager issues a written recommendation to the Miami City Commission. The Cone of Silence shall be applicable only to Contracts for the provision of goods and services and public works or improvements for amounts greater than $200,000. The Cone of Silence prohibits any communication regarding RFPs, RFQs, RFLI or IFB (bids) between, among others. The Cone of Silence shall apply to this RFLI. IV. Minimum Qualifications The following represent the minimum qualifications of an individual to provide latent print examination services. In order to be deemed qualified, individuals must meet each of the following minimum qualifications. Failure to meet the minimum qualifications shall disqualify you from inclusion on the List. A. Shall possess a current certification as a Latent Print Examiner from the International Association for Identification. Proposer must submit proof of current certification with Response. B. Shall successfully pass a background investigation conducted and paid by the Miami Police Department as part of the qualification process and before any work assignments can be made. C. Successfully complete a Familiarization Program designed by the Supervisor of the Latent Print Detail, for a period not to exceed forty (40) hours. 2 City of Miami, Florida talent Print Examination Services RFLI No. 02-03-197 D. Shall be familiar with standard search methods such as: Area Search, Major File Search, and Recidivist Suspects. E. Must have knowledge of, and be able to work with, the Automated Fingerprint Identification System (A.F.LS.) Computerized System. Shall successfully complete a Latent Print Competency Test administered by the Miami Police Department on an annual basis. F. Must submit a current resume. The resume must reflect the following information: (1) name(s) of current/past employer(s), to include contact name and telephone number, for whom latent print examination services was performed; (2) the length of time examiner provided said services for that employer(s); (3) all experience which reflects Examiner's familiarization with standard search methods such as Area Search, Major File Search, and Recidivist Suspects; and (4) experience which reflects his/her knowledge of, and ability to work with, the Automated Fingerprint Identification System (A.F.I.S.) Computerized System required above. The City reserves the right to contact any and all references to verify and determine qualifications. G. Must submit completed Statement of Qualifications Form. FAILURE TO PROVIDE ANY OF THE ABOVE REQUIRED DOCUMENTS SHALL DISQUALIFY INDIVIDUAL/FIRM FROM PROVIDING LATENT PRINT EXAMINATION SERVICES. V. Deadline for Receipt of Information / Clarification Pursuant to the Cone of Silence, any request for additional information or clarification must be received in writing no later than 5:00 p.m. on Monday, August 25, 2003. The facsimile number is (305) 416-1925 or email: phurns(iOci.iniami.[l.us. This RFP is subject to the City's "Cone of Silence" in accordance with Section 18-74 of the City's Ordinance No. 12271. VI. Independent Contractor Latent Print Examiner is considered an independent contractor, and neither Latent Print Examiner nor any of its agents, representatives or employees shall be considered to be an employee of City. VII, Fee Schedule The City shall pay each qualified Latent Print Examiner $40.00 per hour straight time, during the initial two years of the contract. The hourly rates for the optional extension year(s) may be increased if approved, in writing, by the Chief of Police, at his/her direction, for an amount not to exceed a maximum of 10% per extension year. There shall be no reimbursable out-of-pocket or travel expenses. VIII. Work Assignments Identified by the City All work assignments during the Contract period will be on an "as needed" basis, complying with notification requirements. The City offers no guarantee as to the number or frequency of work 3 City of Miami, Florida Latent Print Examination Services RFLI No, 02-03-197 assignments or the amount of payments to be received by the Qualified Latent Print Examiners under the terms of the Contract. IX. Insurance All qualified Latent Print Examiners shall be exempt from the regularly required insurance of the City. The Administration Division of the City of Miami Police Department will accept responsibility for monitoring all activities as they relate to the services rendered by each Latent Print Examiner. X. Indemnification Latent Print Examiner shall defend, indemnify, save and hold harmless the City, its officers, agents and employees, from any claims, suits, or actions that may be brought by third parties on account of the performance of the services required under the Contract by the Latent Print Examiner. XI. Confidentiality Latent Print Examiner agrees to keep confidential all information and data, whether written or oral, obtained from City or pursuant to the performance of its services on City's behalf. XII. Suspension or Termination of Services Latent Print Examiner shall have the right to suspend or terminate any or all of the services covered under the Contract upon giving ninety (90) days written notice to City. City shall have the right to suspend or terminate any or all of the services covered by the Contract by notifying Latent Print Examiner when suspension or termination is to be effective. XIII. Resolution of Protests Any actual or prospective contractual party who feels aggrieved in connection with the solicitation or award of a contract may protest in writing to the Director of Purchasing/Chief Procurement Officer who shall have the authority, subject to the approval of the City Manager and the City Attorney, to settle and resolve a protest with final approval by the City Commission. Bidders are alerted to Section 18-103 of the City's Ordinance No. 12271 describing the protest procedures. Protests failing to meet the requirements for fling shall not be accepted. Failure of a party to timely file shall constitute a forfeiture of such party's right to file a protest. NO EXCEPTIONS. XIV. Evaluation Respondents shall be evaluated on the basis of the required qualifications for Latent Print Examiner, which includes related experience and information as requested in Section IV. Those who are deemed qualified will be placed on the Qualified Bidder's List and become eligible to provide Latent Print Examiner Services. Responses will be reviewed and evaluated to determine whether each individual met the minimum qualification requirements. Submission Requirements Interested individuals are to submit written Responses which details the Latent Print Examiner's qualifications and experience. All Latent Print Examiners shall provide in its Response the following: A. Proof of current certification as a Latent Print Examiner from the International Association for Identification. B. Current resume reflecting the following information in order to determine qualifications: (1) name(s) of current/past employer(s), to include contact name and telephone number, for whom latent print examination services was performed; (2) the length of time examiner provided said services for that employer(s); (3) all experience which reflects Examiner's familiarization with standard search methods such as Area Search, Major File Search, and Recidivist Suspects; and (4) experience which reflects his/her knowledge of, and ability to work with, the Automated Fingerprint Identification System (A.F.LS.) Computerized System required above. C. Acknowledgement of the requirement to successfully complete a paid Familiarization Program to be provided by the Department, for a period not to exceed forty (40) hours. D. Acknowledgement of the requirement to successfully pass a background investigation conducted by the Miami Police Department prior to the execution of a Professional Services Agreement (contract). E. If available, provide a letter of reference, from at least one (1) entity, attesting to your ability to perform latent print examination services for the City of Miami. F. Completed Statement of Qualifications Form, including required documentation requested therein. Failure to provide and/or agree to each of the above may be cause to deem your Response non- responsive. X. Receipt of Responses Provide one (1) original and two (2) copies of signed and dated Responses with required documentation to the Office of the City Clerk, Attn: Priscilla A. Thompson, 3500 Pan American Drive, First Floor, Miami, Florida 33133 no later than Wednesday, September 3, 2003 at 1 PM. Responses must be clearly marked on the outside of the envelope referencing RFLI No. 02-03-197, LATENT PRINT EXAMINATION SERVICES.
