A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH
ATTACHMENT(S), APPOINTING JEFFREY ALLEN, MARLON HILL AND
MARYANNE LUKACS AS SPECIAL MASTERS TO SERVE AS HEARING
OFFICERS FOR CODE ENFORCEMENT AND OTHER SIMILAR HEARINGS
AND PROCEEDINGS, AS MAY BE REFERRED TO THEM BY THE CITY
MANAGER, TO RENDER WRITTEN FINDINGS AND RULINGS; FURTHER
AUTHORIZING THE CITY MANAGER TO EXECUTE INDIVIDUAL
PROFESSIONAL SERVICES AGREEMENTS, IN SUBSTANTIALLY THE
ATTACHED FORM, ON AN AS -NEEDED CONTRACT BASIS, FOR A ONE-YEAR
PERIOD, WITH THE OPTION TO RENEW FOR ONE ADDITIONAL YEAR, IN A
TOTAL ANNUAL AGGREGATE AMOUNT NOT TO EXCEED
$15,000; ALLOCATING FUNDS FROM ACCOUNT CODE NO.
001000.920205.6340.25014, FOR SAID PURPOSE.
WHEREAS, the City of Miami is concerned with the quality of life of its citizens; and
WHEREAS, the Code Enforcement Board is overburdened with numerous cases; and
WHEREAS, the Neighborhood Enhancement Team (N.E.T.) recommends the appointment of
special masters to preside over code enforcement cases;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted
by reference and incorporated as if fully set forth in this Section.
Section 2. Jeffrey Allen, Marlon Hill and Maryanne Lukacs are appointed as Special Masters to
serve as hearing officers to preside over Code Enforecement and other similar hearings and
proceedings to render written findings and rulings, as may be referred to them by the City
Manager.
Section 3. The City Manager is authorized{1} to execute individual Professional Services
Agreements, in substantially the attached form, with Jeffrey Allen, Marlon Hill and Maryanne
Lukacs, on an as -needed contract basis, for a one-year period, with the option to renew for one
additional year, in a total annual aggregate amount not to exceed $15,000, with funds allocated
from Account Code No. 01000.920205.6340.25014, for said purpose.

Section 4. This Resolution shall become effective immediately upon its adoption and signature
of the Mayor.{2}
Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City
Charter and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
