The Honorable Mayor and Members of the City Commiss' Joe Arriol City Man DATE : SUBJECT OCT 15 2003 FILE : Resolution to Accept Funds and Execute Agreement with County - Funding for Grand Avenue Project REFERENCES: ENCLOSURES: Resolution and Agreement RECOMMENDATION: It is respectfully recommended that the City Commission adopt the attached Resolution authorizing the City Manager to accept funds and execute an agreement with Miami -Dade County for a contribution, on a reimbursement basis, in the amount of $2,850,000 for construction of improvements under the Grand Avenue Streetscape and Road Improvement Project, Capital Improvement Project Number 341208. BACKGROUND: Both the City and County wish to facilitate the construction of improvements to enhance traffic operations in the City, as proposed under the Grand Avenue Streetscape and Road Improvement Project. The Project will consist of the design and construction of a two-lane roadway with left turn lanes, a raised median, widened sidewalks, drainage modifications, decorative street lighting, signalization, signage, pavement markings, curb and gutters, landscaping and streetscape elements on this County road from SW 37 Avenue to Matilda Street. In this cooperative project, the County will provide design and engineering services, which are already underway. The County has asked that the City take responsibility to bid, contract, and administer construction of the Project. Once the improvements are complete, both the City and County will share maintenance responsibilities. The County will contribute funds in the total amount of $2,850,000, including $2,000,000 from the People's Transportation Plan monies, toward the cost of construction. The City will contribute funds needed for the balance of work from Homeland Defense Neighborhood Improvement Bonds, appropriated as Project 341208. The attached agreement provides detailed terms and conditions for the use of the funds, reimbursements to the City, and maintenance responsibilities. The County has programmed the funds into its 2003-04 budget year. The City Administration will incorporate these additional funds into the Capital Improvement Program as part of an appropriations ordinance at a later date. FISCAL IMPACT: This action will have a positive fiscal impact on the City by increasing funding for this capital project by $2,850,000. However, we estimate additional maintenance cost for streetscape items at $125,000 per year. JA(AC/JCC/JO-
