Dear Ms. Fernandez:
This law firm represents EB Developers, Inc. and the Urbanism Group in
relation to the referenced applications. This letter shall serve as the Applicant's
letter of intent in order to request the following approvals:
• Per City Code, Chapter 36. Construction Equipment Request for
waiver of noise ordinance while under construction for continuous
pours.
• Per City Code, Chapter 17-32 (b). Request for certificate of approval
for property adjacent to a Scenic Transportation Corridor.
• MUSP, per Article 5, Section 502 (c), PUD districts; minimum area,
maximum densities and maximum floor area ratios permitted to
increase by twenty percent (34,585 square feet) of additional floor area.

contribution of the Affordable Housing Trust Fund.

The Disclosure of Ownership Affidavit is provided in Article 1.
(b) Statement describing in detail the character and intended
use of the development or activity.
Gables Marquis is a mixed -use development designed by
Cohen, Freedman, Encinosa & Associates and developed by
EB Developers, Inc. Current multi -family projects under
construction by EB Developers total in excess of $60 million
with approximately 1,000 complete units in its portfolio,
primarily in the south Florida area. A full resume of
developments is found at the end of this section.
The Gables Marquis mixed -used project consists of 177
residential units and approximately 11,700 square feet of
retail. The project will be located on a 2.37-acre parcel of
land at the southwest intersection of Coral Way and SW 32nd
Avenue. The development proposes a combination of
ground floor retail along Coral Way with eight upscale
townhouses along SW 22nd Terrace and a mixture of two and
three bedroom condominiums above the retail shops. A
specific breakdown of the unit mix is as follows:
The design of the project is eclectic with a strong
Mediterranean influence. The variety of uses and residential
home styles will result in a true mixed -use development.
Prospective buyers will be drawn by the location of the
property on Coral Way, which is a beautiful scenic highway
lined with mature Banyan trees. Coral Way is a major east -
west corridor and the property is just minutes from the Coral

Gables Business District, and Coconut Grove. It is also about
a ten to fifteen minute drive to Brickell/Downtown.
Due to the importance of Coral Way, the City has adopted
the SD-23 Overlay District to provide standards for the
redevelopment of the Coral Way corridor. The Gables
Marquis development is completely consistent with SD-23
District. The Standards are geared towards ensuring that
development along the corridor promotes pedestrian activity
on Coral Way while protecting and complementing the
scenic corridor and the Banyans. The site plan accomplishes
this goal by utilizing both Coral Way and SW 32nd Avenue for
vehicular ingress and egress, thereby minimizing the disruption
of pedestrian activity on Coral Way.
The retail area and lobby vestibule will line the Coral Way
frontage and will help to promote pedestrian activity on that
street. In order to maintain the residential character of SW
22nd Terrace, there will be no vehicular ingress or egress on
that street. With respect to the Gables Marquis' amenities, an
indoor and outdoor recreational area with a pool and deck is
provided on the seventh floor of the project. Floors above
that facing north will have spectacular vistas of Downtown
Miami while floor facing south will have beautiful vistas of
Coconut Grove and Coral Gables.

the project planner and developer, date, and north arrow,
and based on an exact survey of the property drawn to a
scale of sufficient size to show.
The project's developer is EB Developers. The architects,
planner and engineers are Cohen, Encinosa, Freedman &
Associates. The general information requested is shown
under Tab 6 of the Supporting Documents. Several drawings
include the following information:
(1) Boundaries of the project, any existing streets,
buildings, watercourses, easements, and section lines.
The boundaries and the location of existing streets and
easements are shown on the Boundary Survey located
under Tab 5 of the Supporting Documents.
(2) Exact location of ail buildings and structures.
The exact location of all existing buildings is shown on
the Boundary Survey under Tab 5.
(3) Access and traffic flow and how vehicular traffic will be
separated from pedestrian and other types of traffic.
Traffic will flow to the south and to the west into the
property, in order to access the parking garage,
visitor/retail parking and residential tower. In an effort
to reduce ingress and egress on Coral Way, the project
is providing ingress and egress on SW 32nd Avenue. This
access on the side street will reduce the amount of

traffic into the project along the Coral Way frontage
thereby reducing the impact on pedestrian activity.
The project will provide six floors of parking with easy
access from the ground floor visitor/retail areas. The
specific description of site access and traffic flow is
provided in the Traffic Impact Analysis located under
Tab 2 of the Supporting Documents.
(4) Off street parking and off street loading areas.
The off street parking structure is comprised of six stories
with a total of 335 parking spaces. Accordingly, the
development provides the required amount of parking.
Parking spaces are designated as follow:
• 53 for the 53 1-bedroom units
• 16 parking spaces for the 2-bedroom townhomes
• 188 parking spaces for the 94 2-bedroom units
• 44 spaces for the three -bedroom units
The remainder of the parking is allotted to the retail
uses on the property and for guest parking.
(5) Recreational facilities locations.
The development has a recreation deck on the
seventh floor of the building with both indoor and
outdoor amenities. The indoor facility will be designed
as a health club/clubroom. Outdoors, the recreation
deck will feature a swimming pool, and a deck
recreational area. Landscaping including palms will
provide a dramatic accent to the deck.
The facilities are for the use of the residents and are
shown under Tab 6 of the Supporting Documents.
(6) Screens and buffers.
The building will be highlighted by elegant street front
landscaping that will include an entrance feature with
canopy shades, trees, and an urban plaza. Taking full
advantage of the City's skyline and views of the nearby
bay, residents on the upper floors will have

unobstructed views of lush landscaping and beautiful
horizons.
Consistent with the historic street tree canopy, large
canopy shade trees will be placed along Coral Way.
Palms will be used along SW 22 Terrace to provide
shade for pedestrians and to delineate the locations of
the entrances to the townhomes. The landscaping in
these locations will have a residential character that
will complement the homes on the opposite side of the
street.
(7) Refuse collection areas.

Waste collection will be provided by a containerized
compactor recycling system located within the service
area in the residential tower. In addition, the project
will have two trash bins with a high rise recycling
systems. The project includes a compactor,
refrigerated garbage room and can wash. These
facilities are shown under Tab 6 of the Supporting
Documents.

the Site Utility Study, located under Tab 3 of the
Supporting Documents.

The Gables Marquis will include a recreation deck on the
seventh floor of the building with both indoor and outdoor
amenities. An outdoor pool surrounded by Royal Palms as
well as an exercise room and health spa will be available to
residents of the development. The deck will provide beautiful
vistas of Downtown and Coconut Grove while offering the
residents facilities for exercise and recreation. The recreation
deck is show under Tab 6 of thee Supporting Documents.

In recent years there has been a strong demand for urban
housing in the City of Miami. It is clear that people are
moving from the suburbs back to the inner city and its
surrounding areas. This has created a shortage of multi -family
housing along with an upward surge of housing prices.
Contrastingly, the costs of construction has not kept pace
with these increases, which has made it economically
affordable to construct new buildings for sale. The Gables
Marquis will provide a variety of additional housing with a
range of prices to satisfy the demand for new condominiums
and homes in the City of Miami.
