HomeMy WebLinkAboutmemo-1CITY OF MIAMI, FLORIDA 1NTER-OFFICE MEMORANDUM RE.3 TO ; FROM: The Honorable Mayor and Members of the City Comm' on Joe Arrila City Ma cx acrer DATE: OCT 1 55 2003 FILE: SUBJECT: Resolution to Accept Funds and Execute Agreement with the South Florida Water Management District for Wagner Creek Dredging REFERENCES: ENCLOSURES: Resolution and Agreement RECOMMENDATION: It is respectfully recommended that the City Commission adopt the attached Resolution authorizing the City Manager to accept funds and execute an agreement with South Florida Water Management District ("District") for a contribution in the total amount of $1,000,000, for use with the Wagner Creek Dredging Project, Phases IV and V. BACKGROUND: The City of Miami has appropriated funds and initiated engineering and permitting processes for the dredging and cleanup of Wagner Creek, currently designated as Phases IV and V in the Capital Improvement Program, Project Numbers 352259 and 352263. These projects consist of the design, permitting and implementation of the dredging and disposal of sediment material along approximately 4,400 linear feet of Wagner Creek, from NW 11t Street to NW 15th Street, as well as the removal of debris and exotic trees along the creek and its banks. During the course of permitting for this work, soil, water and sediment samples were taken to characterize the project and to determine handling and disposal requirements for the sediment. These and subsequent test results identified the presence of contaminants, including dioxin/furan compounds, heavy metals, and pesticides, in concentrations above target threshold levels. These findings have changed the priority, purpose and scope of the project, and have further resulted in a substantial cost increase for the project. Because the implementation of this project will improve water quality and habitat within Wagner Creek and within the adjoining water bodies, Seybold Canal, Miami River and Biscayne Bay, the District has offered financial assistance to the City in the amount of $1,000,000. The attached agreement provides terms and conditions for the use of the District funds by the City through its Department of Capital Improvements, and subsequent reimbursement by the District. The District has programmed funds into its fiscal year 2003-2004 operating budget for this purpose. The City Administration will incorporate these additional funds into the Capital Improvement Program as part of an appropriations ordinance at a later date. FISCAL IMPACT: This action will have a positive fiscal impact on the City by increasing funding for this capital improvement by $1,000,000. Wri5
