RECOMMENDATION:
The administration recommends that the City Commission adopt the attached Resolution
authorizing the City Manager to execute an Interlocal Agreement, in substantially the attached
form, with Miami -Dade County (the "County"), for the use of approximately 3,000 square feet
(the "Area") within the Building Annex to be constructed by the City to the Community Center
located at 3255 Plaza Street, Elizabeth Virrick Park (the "Park"), for the operation of a public
library. The agreement provides for a term of twenty (20) years, with the City's option to extend
the term, in any increments of years, for up to ten (10) years, with a fee of a $1.00/year.
BACKGROUND:
The City of Miami has allocated $1.3M from the Homeland Defense Program funds for the
construction of a Building Annex of approximately 8,000 square feet to the Community Center
located at the Elizabeth Virrick Park. The County has approached the City for the use of
approximately 3,000 square feet within the Building Annex to operate a public library.
Highlights of the Agreement are as follows:
Area:

City to the Community Center located at the Elizabeth Virrick
Park.
Use: Operation of a Public Library
Term: Twenty (20) years.
Option to renew: Upon request of the County, the City has the option to extend the
term in any increments of years, up to ten (10) years.
Fee: $ 1.00/year.
Utilities: The County will pay all utilities measured by independent meters.

The County is responsible for the full maintenance and repair of
the interior of the Area including janitorial, repair and replacement
of flooring, wiring, air conditioning, telephone, burglar and fire
alarm equipment, painting and repairs of interior partitions and
walls. The County will also be required to enter into maintenance
agreements for the air conditioning, telephone, cable, fire and
burglar alarm systems and any other equipment necessary for the
operation of the public library.
The City is responsible to maintain and repair the structural
portions of the building, including exterior walls, under flooring
and the roof.
The City shall construct a building annex of approximately 8,000
square feet. The City agrees to fully build out the Area and turn
over to the County a space ready for occupancy.
The County agrees to submit full architectural plans and
specifications including the following: location and dimension of
all office space, all interior walls, all interior doors, flooring,
ceiling, lighting fixtures and air conditioning vents, location of
telephone, electric, computer and cable outlets, location of safety
devices including the sprinklers, fire extinguishers, exit signs and
alarm. The County shall provide and install all furniture, shelving,
books, window treatments, supplies, telephone, computer
equipment, burglar, and fire alarm system for the library.
Financial Impact: The City's allocation of funds for the construction of this project is
from the Homeland Defense Programs; therefore, there is no negative financial impact to
the i 's general fund.
