Service Request Mass Entry
The CSR Mass Entry module is used to create service requests and capture assigned
staff activity information that was performed without the prior creation of a service
request. Once the information is saved, the system creates a service request with a
status of closed.

Service Request Control Panel
The Control Panel is used to set and maintain the definitions, operational parameters,
and default values for Service Request Types. The Control Panel is the "behind the
scenes" tool that contains the setup and management information regarding the
Service Request Types. The parameters set in the Control Panel drive functionality
such as: how duplicates are checked, what location information is mandatory to be
captured, what questions should be asked during the intake process, what activities
and personnel need to be part of the resolution, etc.

can be automatically created and linked to the original service request,
including:
• Definition of Companion and Follow-on Service Request Types
• Definition of default status and Service Request Type for Companion and
Follow-on service requests
♦ Assignment of the group(s) to which a service request can be CC'd
✓ Ability to define the query or view access other groups can have on the service
request being defined
✓ Ability to define the possible participant types
✓ Ability to define the choices for each List of Values which is used when
answering questions during intake and resolution
✓ Ability to define the resolution activities
✓ Ability to define the questions to be displayed. Additional functionality related
to the flex questions includes:
• Ability to tie flex questions to activities using a chooser
• Ability to define flex questions as non-updateable
• Multiple answer types for the flex questions
✓ Ability to define the default values to be automatically set when a service
request is created
✓ Capability to define and choose location alerts that would be examined based
on the location entered for the service request type
✓ Capability to identify an object type that can be checked for existence in the
proximity (may require GIS loading)
✓ Ability to define if service request locations require validation
✓ Ability to define the geographical area information that can be displayed for
the location (Location Proximity Information; requires GIS data loading)
✓ Ability to configure a service request activity with respect to one or more
allowable device types (e.g., text pagers, mobile phones that accept text
messages) in which the activity can be dispatched

Location Object Proximity Search
The Location Object Proximity Search form is used to display information about
objects that are located within a defined proximity of a location record. This form can
be accessed from the Overview, Location pull -down menu item. It can also be called
from the Service Request Intake or Resolution/Activity forms from an icon in the tool
bar. It should be noted that the Location Object Proximity Search form can only be
called from the Intake and Resolution/Activity forms if a valid location has been
entered and if the Service Request Type being processed has an Object Type
associated with it (e.g., Dog, Vehicle, Building, etc.).

Marquee Window
The Marquee Window allows users to review headline messages (events, information,
etc.) and message details during their use of the CSR system modules. The Marquee
Window runs independently of CSR, consequently, a user can have uninterrupted use
of CSR while having the Marquee alert window running on their desktop.

Reference Entry is used to enter and update text -based reference, topic, and keyword
information that is displayed in the Information Reference form, to assist users during

Reporting
The CSR system provides an enterprise -wide look at performance across all
departments that use it. CSR increases the accountability of all departments, groups,
and personnel through the use of CSR reporting capabilities. CSR offers two different
types of reporting. Statistical reports can give you a detailed snapshot across various
performance measures during the time period selected. Management reporting is a
separate browser -based application that provides up to the minute graphing of simple
counts of various service request categories.
Service Request Query Report
The Service Request Query Report enables the user to query and search the database
of service requests, and request a printed document (Service Request Query Report)
containing the query criteria and results. The report presents the Query criteria, the
date when the report was produced, and then lists the service requests and their
attributes. Service Request attributes presented in the report include the Service
Request Number, Type, Location, Input Date, Area, Status, Group Name, and a
portion of the description of the service request.

MANAGEMENT REPORTING
OVERVIEW
The Management Reporting ("MR") application is a browser -enabled application that
organizes and displays various types of charts that reflect metrics and statistics of the
Customer Service Request ("CSR") system. The purpose of the MR application is to
provide simplified ad hoc query capability to managers that may or may not have
direct access to the CSR system.
MR APPLICATION DATA MART
The underlying data mart is housed and maintained within the production CSR
database and consists of a selected number of service request characteristics. These
characteristics are limited but can be used in any combination of the where clause of a
given SQL query. The list of characteristics currently tracked and supported within
the MR application are:
• Service Request Type
• Group Name
• Jurisdiction Name
• Method Received
• Simple Status Code
• Duplicate Indicator
• Top-level Global Geographic Area Name / Value
• Primary Geographic Area Name / Value
• DML (Transaction) Date
The first four characteristics are fairly straightforward in relation to the base service
request record. The Service Request Type represents the customer -configurable
description of each service request (e.g., Garbage Pick-up). The Group Name is the
name of the group that owns the Service Request Type. The Jurisdiction Name is the
name of the jurisdiction that controls the owning group. The Method Received
indicates how the service request was taken in initially (e.g., Phone, Web).
The service request status code is logically processed to determine both the Simple
Status Code and the Duplicate Indicator. The Simple Status Code is a simplified

version of the service request status; all service request statuses that depict some
aspect of being open are reflected as Opened, all service request statuses that depict
some aspect of being closed are reflected as Closed, and all service requests that
change types (either within a group or by transfer from an external group) are reflected
as Moved In / Out. The Duplicate Indicator is an attribute of the Simple Status Code
and reflects whether or not the service request was considered a duplicate of a
previously entered service request.
With respect to the Geographic Area classification of a service request, CSR stores
two Geographic Area Names and Values in the data mart. The Top-level Global
Geographic Area Name / Value represents a customer's selection of the most
important Geographic Area within the CSR system; all service requests have this
value stored within the actual service request record. By contrast, the Primary
Geographic Area Name / Value is configurable by Service Request Type and
represents the most important Geographic Area for that particular Service Request
Type (e.g., Atlas Grid Number for Street Light Out). An unlimited number of
Geographic Area Names and Values can be stored for each service request within the
Geographic Information tables in the CSR system; however, only the Primary
Geographic Area Name / Value is stored in the data mart.
The DML Date is the date and timestamp of the actual transaction within the CSR
system. DML simply stands for Data Manipulation Language and represents the class
of SQL statements that modify / manipulate data in a relational database (e.g,,
update...). This date will be the basis for all charting within MR and is used to
aggregate data into Hourly, Daily, Monthly and Annual statistical buckets.
MR APPLICATION LAYOUT AND USAGE
The MR application consists of a title region with four designated folders that are used
to organize the charts within the MR application. The folders are broken down into
Hourly, Daily, Monthly and Annual Statistics. The figure below shows an example of
the MR application window. Beneath the title region, a listing of the folders runs
down the left side of the application with the chart region to the immediate right.
Available charts may be displayed by clicking the desired folder link. Once selected
the charts that are available to the user within the selected folder are displayed. Charts
may be selected for viewing by clicking on the Chart Name link. Once clicked, the
chart will be displayed in the chart region on the right side of the MR application
shown in the figure below.

For each chart in the MR application, users have the capability to customize the chart
for their particular needs or desires. For example, if there is a bar chart that shows the
all service requests for the Year 2000 broken out by Service Request Type, a user
could customize the chart to show a pie chart of the top five total service requests
opened in Year 2000. Chart customizations are accessible via an Edit link beneath the
chart name in the Navigation Panel on the left side of the application screen. The
following are the available components of the SQL statement that can be modified:

The MR application programmatically enforces the entry of a new Chart Name, to
insure that the labeling descriptions for the customized chart are different from the

MR APPLICATION SECURITY
The MR application can be accessed via Secure Socket Layer (SSL) connections if
needed by a customer. Within the MR application, the security model is based on the
CSR Group Security model, whereby Groups control row -level access to data (or
charts, in this case). Only members of the group may access the charts owned by that
group. MR application users can access the MR application via the CSR main menu
or non-SunTRACK Users can access the MR application via a URL link. Each MR
application user must log into the system regardless of the launching point.
ADDITIONAL FEATURES
When configuring a new chart for the MR application, there are features that can be
setup to enhance the usability of the chart based on the desires of the owning group
and user community. The features are listed below:

access to the CSR data mart. The characteristics tracked within the underlying data
mart provide substantial opportunity for customers to analyze the critical aspects of
their service request data in a timely fashion. The MR application is engineered to
insulate the production CSR system from performance degradation during these
normally resource intensive queries. Finally, the MR application is another tool
within the CSR system that support the customer's needs and desires to perform their
jobs more effectively and efficiently.

CSR CITIZEN WEB INTAKE APPLICATION
The primary goal of this application is to provide a cohesive, intuitive set of web
pages for citizens to utilize in creating service requests and querying the status of
existing service requests. The overall application flow mimics the application flow of
the client -server CSR application that has been proven as a valid model. The
application is also structured to offer clients the flexibility of enforcing varying levels
of data validation.
The general flow of a citizen's interaction with the application is outlined below:
Service Request Intake
• After clicking on a link from the customer's web site, the Service Request Selection /
Keyword Search Form is presented to the citizen.
• The Service Request Selection / Keyword Search Form presents the citizen with two
explicit means for creating a service request. The first method allows the citizen to
choose the service request from a configurable list of service requests that a client has
designated to be available via the web. The second method allows the citizen to enter
one or more keywords describing the problem or area of concern to perform a
keyword search against the available service requests.
• Once a service request is selected or a keyword search is performed, a list of
applicable service requests is displayed with usage notes to aid the citizen in selecting
the correct service request. If a keyword search has been attempted, the third method

progress until a valid location is entered. However, if non -valid locations are
allowed for a service request type, the citizen has the option of keeping their
original entry and continuing the intake process.
• The Service Request Form has three primary sections: Location Information,
Supporting Information and Participant Information.
o The Location Information section displays the location information that was
input and optionally validated on the previous page.
o The Supporting Information section is displayed with the list of configurable
questions from the database. Each question presented in the Supporting
Information section has data validation that is performed by the citizen's
browser. This validation includes date, time, and number formatting as well as
restricting input to a defined set of codes via a drop down list.
o The Participant Information section presents the citizen with the components
of an individual's contact information (name, address, E-mail address, etc.).
o Should the citizen's E-mail address be blank upon submission of the Service
Request Entry Form, the citizen is provided with an informational message
indicating that the E-mail address must be provided if the citizen wishes to
receive E-mail notifications or to query about the status of this service request.
• To complete the citizen's experience, a Confirmation Page is presented, and if the
citizen provided an E-mail address, the page reviews the process for E-mail
notification including that fact that a link will be included in the E-mail notifications
for their reference.
Service Request Query
• The Citizen is presented with the Service Request Query Form that has two fields:
service request number and E-mail address. Both fields are required to prevent
unauthorized access to status information.
• Upon submission of the query criteria, the Service Request Status Page is presented to
the citizen. Information includes a simple status of the service request in addition to
the service request number, service request description and E-mail address.
• Citizens that provide an E-mail address during Intake have the option of clicking the
link provided in the E-mail notification, assuming a customer has the database E-mail
option configured, to query the status of a given service request. In this case, the link
accesses the Service Request Status Page directly having passed the query criteria in
the link.

The high-level technical summary addresses the primary components of the application and

Graphical User Interface (GUI)
The GUI layer that the citizen interacts with will be comprised of a Java Servlet application
that creates dynamic HTML documents rendered from within the database. The data
validation is accomplished using client -side JavaScript.
Server Architecture
The minimal recommended architecture for this approach is one or more Internet accessible
web servers hosting the Web Intake application. These web servers are outside the firewall,
but are allowed access to the Web Intake database server within the firewall. The access is
strictly controlled through a combination of hardware and software security devices. The
Web Intake application software runs on the web servers, and creates the actual Web Intake
forms based on data and configuration rules from the database server. It will not be
uncommon or unusual to have more than one web server or database server to handle
availability and / or scalability. The following diagram provides a high-level view of the
recommended architecture to place this application into production.

The web server will broker HTTP requests on behalf of the application server and the
application server will answer those brokered HTTP requests by passing back HTML
pages for ultimate delivery to the citizen's browser. The application server uses a Java
servlet to host the application and communicates with the Oracle web database server
via standard JDBC drivers, The web server can use any HTTP listener that natively
supports Java 2.2 servlet containers or can integrate with a third part Java product like
Tomcat.

Database
The database server is the production instance of the CSR client -server application.
Access to the production database is controlled by a database job that has configurable
limits on processing intervals and transaction velocity. This server is running the
enterprise edition of the Oracle database.
The database on the web database server is used to buffer direct transactions against
the production database as well as to serve as the repository for the service request
configuration rules and location validation information. As service requests are
created in the web database server instance, a database job runs at a configurable
interval to insert these new service requests into the production instance via the CSR
Application Programming Interface (API). These new service requests are pushed to
the production instance while the status updates are pulled from production at
configurable intervals.
The service request configuration rules and location validation information is
replicated from the production instance to the web database server instance via
proprietary replication routines written specifically for this application. These
replication routines are controlled by a database job that runs at configurable intervals.
CUSTOMER SERVICE REQUEST MAPPING
(OPTIONAL MODULE, SEPARATELY PRICED)
The Customer Service Request (CSR) system receives location based information on a
daily basis. Abandoned vehicles, flooded basements, busted sewer mains, street light
outages, code violations, and many other items are tracked. With the CSR Mapping
application, users will be able to plot these occurrences on a digital reference map.
Whether it is a map with today's assignments or a historical plot of 6 months of data,
the mapping component provides high impact visual information that can be used by
everyone.
Call takers can have visual validation of an address location. Dispatchers can quickly
plan assignments for various service request types using a map of specific geographic
areas. Field personnel can use printed maps with assignments annotated for reference
to make route planning easy.
Managers will be able to graphically uncover and demonstrate problem areas. Service
request patterns can be analyzed in the various geographical layers available, such as
police districts, council districts, street light grids or trash pickup zones. More than a
simple map, this tool can take advantage of your Geographical Information System
(GIS) capabilities.

The PocketCSR Mobile application allows the field worker to use handheld devices
like the Compaq iPAQ to wirelessly retrieve assigned customer service request data
and begin work on these tasks in the field. Once loaded, data can be used and updated
whether connected or disconnected from the wireless network, an important feature
for workers in environments with poor -to -no wireless coverage.
PocketCSR is optimized for rapid data entry in a mobile environment.
Users log in to their mobile device to begin their workday and Launch a
synchronization process between the handheld device and the CSR system. A
successful sync results in the user's handheld being populated with the tasks currently
assigned to them.

Features of PocketCSR include:
✓ Selecting one of the activity tasks from the Activity list will allow the user to
edit the activity as the work is completed on -site.
✓ Users can sort assignments by priority, date or location for effective planning.

value, ensuring that all CSR users can access virtually real-time data at their
fingertips.
After a successful sync, the user's Messages Inbox will also be populated with the
latest text messages sent from other enterprise employees. CSR Mobile messaging
features allow users to send/receive text messages to/from any users registered with
the CSR system or to any valid email address. Receiving assistance and sharing
knowledge among co-workers is facilitated.

Security
PocketCSR implements security on a number of levels. Security begins via complete
integration with the enterprise CSR database. CSR operators/administrators create
mobile users using the CSR system and these changes are replicated out to mobile
devices on their next sync. Device security is maintained through the use of user
groups. Each device is assigned to a specific group (i.e. the Sanitation department) and
only valid users within that group can login and use the device. Multiple users may
use a single device as they are only presented with a view of their personal data, not a
view of all users' data.

The Customer Service Request ("CSR') system provides a scalable application to
meet the customer service and work order management requirements of a City or
County government. The CSR system enables the City to deploy an end -to -end citizen
request management operation that is focused on providing a consistent, high-level
quality of service across all departments, and decreasing costs of service delivery.
As government becomes more varied in how they interact with citizens via multiple
channels, Motorola is building upon our experience working with government
customer service solutions to provide the next generation of applications designed and
built specifically for the unique way government provides customer service to their
citizens. The CSR Customer Service Center application is a companion module to the
CSR system that extends the capability of CSR to integrate with the technology
government agencies may choose to communicate with their citizens. CSR Customer
Service Center provides government customer service representatives with the tools to
manage all citizen requests for information and services as well as the support and
fulfillment process for these requests, regardless of the channel chosen to contact the
government.
The Customer Service Center (CSC) application is made up of the following
components:
• A CSC Desktop that provides users with a single desktop application to
integrate components of the CSR application that are most commonly used to
create service requests, search the government's knowledgebase, and view
citizen contact and interaction history.

CSR GIS-REFRESH (OPTIONAL MODULE, SEPARATELY PRICED)
The Customer Service Request (CSR) GeoData Import Tool is an automated
mechanism developed to import an ESRI geodatabase into the CSR GeoData table
formats. The tool will allow for spatial analysis to take place within an ESRI ArcSDE
repository to extract information pertaining to street addresses, intersections,
geospatial layers and object locations. The tool will formulate the data retrieved from
the spatial analysis into the predetermined CSR GeoData table formats. A quality
control/testing mechanism is embedded to report inaccuracies in the data. The report
will reference problematic areas or conflict resolutions to specific areas derived from
the spatial analysis. Upon a successful quality control and testing phase the data will
then be automatically loaded into the appropriate CSR GeoData tables, for operational
mode.
The CSR GeoData Import Tool provides data administrators a streamlined approach
for the development of CSR GeoData tables. The integration to ESRI ArcSDE for
retrieval and development only enhances CSR's Geographical Information System
(GIS) capabilities.
Highlights of the CSR GeoData Import Tool include:
