A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
APPROVING THE CIVILIAN INVESTIGATIVE PANEL'S APPOINTMENT AND
TERMS AND CONDITIONS OF EMPLOYMENT OF SHIRLEY E. RICHARDSON AS
EXECUTIVE DIRECTOR OF THE CIVILIAN INVESTIGATIVE PANEL; FURTHER
RATIFYING THE CITY MANAGER'S DECISION TO ALLOW MS. RICHARDSON TO
SERVE AS SAID EXECUTIVE DIRECTOR WHILE MAINTAINING HER STATUS AS
A CITY OF MIAMI EMPLOYEE, SUBJECT TO ADHERENCE OF ALL CITY POLICIES
AND PROCEDURES DURING THE TERM OF HER APPOINTMENT.
WHEREAS, the Civilian Investigative Panel ("CIP") serves as an
independent citizen's oversight with authority to conduct
investigations related to allegations of police misconduct, review
polices of the police department, forward complaints alleging
criminal activity to relevant agencies, and be empowered to issue
subpoenas for police related investigations after consultation with
the State Attorney; and
WHEREAS, the City Commission has authorized the CIP to appoint its
Executive Director; and
WHEREAS, on September 16, 2003, the CIP appointed Shirley E.
Richardson to the position of Executive Director of the CIP; and
WHEREAS, it is in the best interest of the CIP to engage the
services of employees who are familiar with City of Miami procedures,
specifically those procedures associated with the Department of
Police; and
WHEREAS, it is in the best interest of the City of Miami to retain
individuals who have conscientiously and steadfastly provided the
City with many years of service;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to
this Resolution are adopted by reference and incorporated as if fully
set forth in this Section.
Section 2. The Civilian Investigative Panel's ("CIP") appointment
and terms and conditions of employment of Shirley E. Richardson as
Executive Director of the Civilian Investigative Panel is approved.
Section 3. The salary and benefits to be received by Shirley E.
Richardson as Executive Director of the CIP, are set forth on
"Attachment No. 1," attached hereto and made a part hereof. As
compensation, Shirley E. Richardson shall receive the annual sum as
set forth in "Attachment No. 1," and shall receive the same cost of
living increases, if any, available on an annual basis to all

eligible City of Miami employees.
Section 4. The City Manager's decision to allow Ms. Richardson to
serve as Executive Director of the CIP while maintaining her status
as a City of Miami employee, subject to adherence of all City
policies and procedures during the term of her appointment, is
ratified.
Section 5. This Resolution shall become effective immediately
upon its adoption and signature of the Mayor. /
If the Mayor does not sign this Resolution, it shall become effective
at the end of ten calendar days from the date it was passed and
adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City
Commission.
