HomeMy WebLinkAboutR-03-1113City of Miami Legislation Resolution: R-03-1113 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 03-0149 Final Action Date: 10/23/2003 A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING A JOINT PROJECT BETWEEN THE CITY OF MIAMI AND THE MODEL CITY TRUST FOR INFRASTRUCTURE IMPROVEMENTS FOR THE FLORAL PARK AREAAND THE MODEL CITY HOMEOWNERSHIP ZONE AREAS; ALLOCATING FUNDS, IN THE AMOUNT OF $2,000,000, FOR SAID IMPROVEMENTS, FROM A SOURCE TO BE IDENTIFIED BY THE CITY MANAGER. WHEREAS, the Model City Community Revitalization District Trust ("Trust") was established, pursuant to Ordinance No. 12082, as a limited agency and instrumentality of the City of Miami ("City"); and WHEREAS, the Trust was created to administer and coordinate the City's Model City Homeownership Zone Pilot Project ("Pilot Project"); and WHEREAS, the boundaries of the Pilot Project area extend from Northwest 54th to 62nd Streets between Northwest 12th and 17th Avenues, Miami, Florida, and from State Road 112 north to the northern City limits (Northwest 71 st Street, Miami, Florida) between 17th and 19th Avenues, Miami, Florida; and WHEREAS, Floral Park, the western most section of the Pilot Project area, has been excluded from most major City and Miami -Dade County initiatives that have focused upon infrastructure improvements; and WHEREAS, the Floral Park area of the Homeownership Zone is rich with homeownership and well -maintained properties by private property owners though the infrastructure, including streets, sidewalks, cubs and gutters are in need of upgrades and improvements; and WHEREAS, the City retains responsibility for public works and public facilities throughout the City, including the Pilot Project area; and WHEREAS, the Board of Directors of the Trust has designated infrastructure upgrades for the Floral Park area of the Homeownership Zone as a priority project for that area to best serve the Pilot Project's revitalization goals; and WHEREAS, an area adjacent to the Floral Park section of the Pilot Project area that is currently south of State Road 112 was part of the Floral Park community prior to the introduction of State Road 112; and WHEREAS, that adjacent community, which was recently annexed to District 5, and is referred to as Allapattah, bounded by Northwest 10th Avenue on the east, Northwest 17th Avenue on the City of Miami Page 1 of 2 File Id: 03-0149 (Version: 2) Printed On: 8/17/2016 File Number: 03-0149 Enactment Number: R-03-1113 west and Northwest 37th Street on the South and Northwest 39th Street on the North, and has similar needs to the identified area in the Pilot Project area; and WHEREAS, the Board of Directors of the Trust recognizes that the necessary expertise to coordinate the infrastructure upgrades is residents in the City's Department of Capital Improvement Program; and WHEREAS, the Board of Directors of the Trust has reflected its commitment to the infrastructure upgrades by allocating funds, in the amount of $350,000, from its budget for the purpose of completing the engineering necessary for the infrastructure upgrades in the Floral Park area; and WHEREAS, the Board of Directors of the Trust requests that the City allocate funds necessary for the infrastructure improvements, which are estimated not to exceed $2,000,000 from a source to be identified by the City Manager; and WHEREAS, this project will be presented, noticed and advertised as a joint project of the City and the Trust; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. Ajoint project between the City and the Trust for infrastructure improvements for the Floral Park area and the Model City Homeownership Zone areas, is authorized, with funds allocated, in the amount of $2,000,000, from a source to be identified by the City Manager. Section 3. This Resolution shall become effective immediately upon its adoption and signature of the Mayor. {1} Footnotes: {1} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
