A bond :oved in 2001 by Miami voters set aside $3.5 mil- lion for each of the two muse- ums to move if they raise $10.5 million each in matching dona- tions. Additional funds for the museums will be part ofabillion- do llar bond referendum the county plans to put to voters next November. Gillian Thomas, head of the science museum, said Thursday that "we are trying to create a high -quality cultural corridor there — a very high -quality mix, with an emphasis on quality." An attraction would work ifit were within the context of green space but not at the expense of sacrificing open areas, said Ms. Liebman. The land, along with nearby Bicentennial Park, has a homeless problem that the city has not remedied, she said. "Nobody is going to go behind that big white stadium to find an attraction. It's got to be a unified park," she said. "But before they start planning for Parcel B, they need a plan in place for the whole thing. "It was poor planning to put the American Airlines Arena there in the first place. To rec- tify that mistake, they should do a really professional plan cre- ated by people who know how urban green space works," Ms. Liebman said, citing the revital- ization of New York's Central Park as an example. "Central Park was flooded with homeless and drug addicts, and that has ended," she said. "Now, it's a safe place all kinds of people can enjoy."
