les. Desde 2000, el exceso de ca-
pacidad productiva de los Estados
Unidos ha superado las de la zona
del euro y del Japan combinadas,
pues su economfa ha crecido mas
despacio que su potencial anual
de 3,5% a 4% y el desempleo ha
aumentado en los Estados Unidos.
Esos lamentables resultados pro-
pician protestas airadas, en el sen-
tido de que los puestos de trabajo
americanos estan desapareciendo
en el extranjero y de que la con-
secuencia de las exportaciones
baratas puede ser la deflation.
Lamentablemente, los Estados
Unidos no son los dnicos que con-
sideran la devaluation una panacea
para los problemas internos. Las au-
toridades japonesas, demasiado ti-
midas para emprender reformas se-

visas asiaticas rivales.

CHAPTER 54 OF THE CODE OF THE CITY OF MIAMI, FLORIDA,
AS AMENDED, ENTITLED "STREETS AND SIDEWALKS" TO
ESTABLISH REASONABLE TIME, PLACE AND MANNER
REGULATIONS CONCERNING MATERIALS AND OBJECTS
THAT MAY BE POSSESSED, CARRIED OR USED BY THOSE
PARTICIPATING IN PARADES AND DEMONSTRATIONS,
AND PROVIDING FOR SUNSET OF SAID REGULATIONS AT
MIDNIGHT ON THURSDAY, NOVEMBER 27, 2003; MORE
PARTICULARLY BY ADDING NEW SECTION 54-6.1 TO SAID
CODE; CONTAINING A REPEALER PROVISION, A
SEVERABILITY CLAUSE, AND PROVIDING FOR AN IMMEDIATE
EFFECTIVE DATE.
Said proposed ordinances may be inspected by the public at the
Office of the City Clerk, 3500 Pan American Drive, Miami,
Florida, Monday through Friday, excluding holidays, between the
hours of 8 a.m. and 5 p.m.
All interested persons may appear at the meeting and may be hearo
with respect to the proposed ordinances. Should any person desire to
appeal any decision of the City Commission with respect to any matter to
be considered at this meeting, that person shall ensure that a verbatim
record of the proceedings is made including all testimony and evidence
upon which any appeal may be based.
