HomeMy WebLinkAboutR-03-1104City of Miami Legislation Resolution: R-03-1104 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 03-0122 Final Action Date: 10/9/2003 A RESOLUTION OF THE MIAMI CITY COMMISSION, BY A FOUR -FIFTHS (4/5THS) AFFIRMATIVE VOTE, RATIFYING, APPROVING AND CONFIRMING THE CITY MANAGER'S FINDING OF AN EMERGENCY, WAIVING THE REQUIREMENTS FOR COMPETITIVE SEALED BIDDING PROCEDURES, AND AWARDING A CONTRACT TO PALMETTO FORD TRUCK SALES, INC.,(NON-MINORITY/MIAMI-DADE COUNTY VENDOR), 7245 N.W. 36 STREET, MIAMI, FLORIDA, FOR THE ACQUISITION OF THREE (3) 2004 FORD F-350 SRW 4 X 4 PICKUP TRUCKS WITH OPTIONAL EQUIPMENT, IN AN AMOUNT NOT TO EXCEED $40,573 FOR EACH PICKUP, FORA TOTAL PROPOSED AMOUNT NOT TO EXCEED $121,719, AND AUTHORIZING THE PURCHASE OF FOUR (4) 8'6" X 24' x 86" TRAILERS, FROM KENDALL TRAILER MANUFACTURING, INC.,(NON-MINORITY/MIAMI-DADE COUNTY VENDOR), 13818 S.W. 144 AVENUE, ROAD, MIAMI, FLORIDA, IN AN AMOUNT NOT TO EXCEED $6,990 FOR EACH TRAILER, FORA TOTAL PROPOSED AMOUNT NOT TO EXCEED $27,960; FURTHER AUTHORIZING THE CITY MANAGER TO PURCHASE VARIOUS EMERGENCY RESPONDER EQUIPMENT (SEE ATTACHMENT "A") FROM FISHER SCIENTIFIC COMPANY L.L.C. (NON-MINORITY/NON-LOCAL VENDOR), 6507 HARNEY ROAD, TAMPA, FLORIDA, UNDER EXISTING DEFENSE LOGISTICS AGENCY (DLA) CONTRACT BID #SP0500-99-3-0020, EFFECTIVE UNTIL DECEMBER 23, 2003, IN AN AMOUNT NOT TO EXCEED $514,929 FOR A TOTAL CONTRACT AMOUNT NOT TO EXCEED $664,608, FOR THE DEPARTMENT OF FIRE -RESCUE; ALLOCATING FUNDS FROM THE GRANT ENTITLED, "URBAN AREAS SECURITY INITIATIVE (UASI) GRANT PROGRAM II, PROJECT NO. 110111, ACCOUNT CODE NO. 280910.6.840. WHEREAS, the Department of Fire -Rescue requires to purchase three (3) 2004 Ford F-350 SW 4 X 4 pickup trucks, four (4) 8'6" X 24' X 86" trailers, to be used during the Free Trade Area of the Americas ("FTAA") negotiations scheduled to be held in Downtown Miami for the period of November 16 - 22, 2003; and WHEREAS, this equipment is necessary to continue to increase the department's level of readiness in compliance with the Weapons of Mass Destruction Preparedness Program and the UASI Grant Program II; and WHEREAS, the City Commission approved and adopted Ordinance No. 12394 on July 17, 2003, allocating the funds to allow the purchase of specialized equipment necessary for the FTAA event. However, due to the imminent deadline for the preparation of said event, the Department of Fire -Rescue did not have adequate time to prepare the bid and follow the competitive sealed bidding process after the funds were in place; and WHEREAS, the Department of Fire -Rescue requested informal bids from three (3) vendors for the purchase of three (3) 2004 Ford F-350 SW 4 X 4 pickup trucks, and four (4) 8'6" X 24" X 86" City of Miami Page 1 of 3 File Id: 03-0122 (Version: 2) Printed On: 8/17/2016 File Number: 03-0122 Enactment Number: R-03-1104 trailers; and WHEREAS, the Department of Fire -Rescue analyzed the bids received for the aforementioned equipment. Bids submitted by Palmetto Ford Truck Sales, Inc., and Kendall Trailer Manufacturing, Inc., were deemed as the most responsive bids meeting specifications. Furthermore, Palmetto Ford Truck Sales, Inc., and Kendall Trailer Manufacturing, Inc. are the only vendors that can offer services and guarantee deliverance of said equipment and/or loan the City two (2) work type vans or box trucks from their used inventory, Palmetto Ford Truck Sales, Inc., at no additional cost to the City of Miami prior to the November 2003 International Trade Ministerial Meeting scheduled November 16, 2003; and WHEREAS, the Fire Department also has a need to purchase various emergency responder equipment (See Attachment "A"), from Fisher Scientific Company L.L.C., under existing Defense Logistics Agency (DLA) Contract Bid #SP0500-99-D-0020, effective until December 23, 2003, which authorizes federal, state, and local emergency response organizations to procure commercially available emergency response equipment in accordance with the Office for State (ODP) Domestic Preparedness Equipment Support Program to expedite specialized equipment purchases approved by the Federal Government using federal grant funds; and WHEREAS, to meet the cited FTAA deadline and demands of this significant event, it is imperative that the Department of Fire -Rescue is ready to render assistance at an emergency level to our community; WHEREAS, it is now appropriate to ratify, approve and confirm the City Manager's finding of an emergency to purchase three (3) 2004 Ford F-350 SRW 4 X 4 pickup trucks with optional equipment, from Palmetto Ford Truck Sales, Inc., four (4) 8'6" X 24" 86" trailers, from Kendall Trailer Manufacturing, Inc. and various emergency responder equipment (See Attachment "A"), from Fisher Scientific L.L.C., under existing DLA Contract Bid #SP0500-99-D-0020, effective until December 23, 2003, for the Department of Fire -Rescue; and WHEREAS, funding is available from UASI II Grant Project No. 110111, Account Code No. 280910.6.270. NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. By a four -fifths (4/5ths) affirmative vote, the City Manager's finding of an emergency, for the acquisition of three (3) 2004 Ford F-350 SRW 4 X 4 pickup trucks with optional equipment, in an amount not to exceed $40,573 for each pickup, for a total proposed amount not to exceed $121,719, and authorizing the purchase of four (4) 8'6" X 24' X 86" trailers, from Kendall Trailer Manufacturing, Inc., in an amount not to exceed $6,990 for each trailer, for a total proposed amount not to exceed $27,960; further authorizing the City Manager to purchase various emergency responder equipment (See Attachment "A"), from Fisher Scientific Company L.L.C., under existing Defense Logistics Agency (DLA) Contract Bid #SP0500-99-D-0020, effective until December 23, 2003, in an amount not to exceed $514,929 for a total contract amount not to exceed $664,608, for the Department of Fire -Rescue, is ratified, approved and confirmed. Section 3.
