A RESOLUTION OF THE MIAMI CITY COMMISSION BY A FOUR -FIFTHS
(4/5THS) AFFIRMATIVE VOTE, RATIFYING, APPROVING AND CONFIRMING
THE CITY MANAGER'S FINDING OF AN EMERGENCY, WAIVING
COMPETITIVE PROCUREMENT PROCEDURES, AND EXECUTING
PROFESSIONAL SERVICES AGREEMENT(S), IN A FORM ACCEPTABLE TO
THE CITY ATTORNEY, IN AN AMOUNT NOT TO EXCEED $250,000, FOR THE
IMPLEMENTATION OF A PROGRAM TO EDUCATE, INFORM AND EXPLAIN TO
THE CITY OF MIAMI ELECTORATE THE ELEMENTS RELATED TO
CONSIDERATION OF THE CHARTER AMENDMENTS AND A BALLOT
QUESTION SCHEDULED ON THE NOVEMBER 4, 2003 ELECTION BALLOT;
FURTHER, AUTHORIZING (1) THE ALLOCATION OF FUNDS FOR SAID
SERVICES FROM AN ACCOUNT TO BE IDENTIFIED BY THE CITY MANAGER,
(2) THE CITY MANAGER'S ACCEPTANCE OF ANY FUNDS RECEIVED AS
DONATIONS FOR SAID PURPOSE, AND (3) THE EXPENDITURE OF ALL SUCH
FUNDS.
Section 1. By a four -fifths (4/5ths) affirmative vote, the City Manager's finding of an
emergency, waiving competitive procurement procedures, and executing professional services
agreement(s), in a form acceptable to the City Attorney, in an amount not to exceed $250,000, is
ratified, approved and confirmed for the implementation of a program to educate, inform and explain
to the City of Miami electorate the elements related to consideration of the following Charter
Amendment and Ballot Question scheduled on the
November 4, 2003 election ballot:

Charter Amendment No. 1 Authorizing extension of Rusty Pelican Resolution No. 03-855
Lease, increasing minimum guarantee
And requiring capital cimprovements.
Charter Amendment No. 2 Amending City Charter Section 4 to set Resolution No. 03-918
compensation of City Commissioners
to $58,200, effective immediately
Ballot Question No. 1
Endorsing continued imposition of a
parking surcharge at public parking
facilities

Section 2. The allocation of funds for said services from an account to be identified by the City
Manager, (2) the City Manager's acceptance of any funds received as donations for said purpose,
and (3) the expenditure of all such funds are authorized.
Section 3. This Resolution shall become effective immediately upon its adoption and signature
of the Mayor./
Footnotes:
{1} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall
become effective immediately upon override of the veto by the City Commission.
