This proposal is for consideration as a contract amendment to our current contact for all -hazards Comprehensive Emergency Management Plan (CEMP) development. The City of Miami has requested our immediate assistance in this effort due to aggressive deadlines in the grant and our current work in Miami on emergency management and continuity planning. The work under UASI looks at the various hazards present in the terrorism threat. As such, it is closely related and will dovetail with our current all -hazards planning efforts. In addition, based on our institutional knowledge, capabilities, and our extensive background in this area, we are uniquely suited for this assignment. The UASI grant has a series of aggressive deadlines. Based on our work to date, we will be able to quickly ramp -up to support the City and, as a result, provide considerable cost savings to the City. The UASI Process includes is a comprehensive threat, vulnerability, capability, and needs assessment, which will be used to develop a Homeland Security Strategy for the Urban Area. All Hands will assist the City in performance of the work required to complete these processes. The assessment will address terrorism threats, vulnerabilities, and response capabilities for the entire Miami, Miami - Dade County, and Broward County geographical area. Time is of the essence as this assessment must be completed by September 30, 2003. To facilitate the data collection process, All Hands will assist in conducting facilitated workshops to assist jurisdictions with the assessment. This workshop will facilitate the collection of current baseline capabilities and assist jurisdictions in determining desired capabilities based on various scenarios. We will provide the City with support necessary to complete the Homeland Security Strategy and to provide support for procurement, training and exercise activities as outlines in the Scope of Work (SOW) shown below. II. Qualifications and Experience All Hands consultants are extremely qualified to support the UASI project. As described in our earlier CEMP proposal, our consultants have decades of relevant experience as city, county and state level emergency managers and first responders. Please refer to that proposal for full documentation of our qualifications and experience. III. Methodology and Approach All Hands uses a proven approach to emergency planning. All Hands will work closely with City employees and related officials including Miami -Dade and V. Scope of Work and Cost The following table outlines the scope of work and cost for this proposal. Amounts are based on rates contained in our current contract. We are offering a significant reduction from current Project Management and Subject Matter Expert (SME) rates of $160 per hour. We are proposing rates of $125 for Project Management and SMEs, $110 per hour for Technical Support, and $85 per hour for trainers and other support. Based on the allocation below, the average hourly rate is $107.24. Close collaboration with local officials is a key part of our normal process; we operate as supplemental staff and work to be part of the local team. This collaboration is necessary to develop an effective Homeland Security Strategy covering the full range of activities. We will also use the collaborative process to improve communication and coordination between the City and the other jurisdictions in the Urban Area We will provide the subject matter expertise and horsepower necessary to achieve project objectives and ensure that the Strategy is consistent with County, State, and Federal response plans.
