HomeMy WebLinkAboutcover memoCITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM CA.3 TO : FROM: Honorable Mayor and Memb of the City ission oe Arriola hief Administrator/City Manager DATE OCT 'f,. 1 2003 FILE : FM-107.doc SUBJECT : Amendment No. 1 to Existing Agreement between the City of Miami and DavisLogic Inc., d/b/a REFERENCES : All Hands Consulting ENCLOSURES: Resolution, Contract RECOMMENDATION It is respectfully recommended that the City Commission adopt the attached Resolution authorizing the City Manager to execute Amendment No. 1, in a form acceptable to the City Attorney, to the Agreement dated March 19, 2003 (but effective February 27t1i, 2003), between the City of Miami and DavisLogic Inc., d/b/a All Hands Consulting ("DavisLogic, Inc."), to provide terrorism preparedness planning and training services to support the Urban Areas Security Initiative (UASI) Grant Program II and to increase the total compensation by an amount not to exceed $480,920, from $578,140 to $1,059,060. Funds will be allocated from UASI II Grant Project No. 110111, Account Code No. 280910.6.270. BACKGROUND Pursuant to Resolution No. 03-190, adopted February 271h, 2003, the City of Miami and DavisLogic, Inc., (the "Provider") entered into a Professional Services Agreement on March 19, 2003 (effective February 27th, 2003), for the provision of Part A Services (see Attachment), in an amount not to exceed $397,606, and the provision of Part B Services (see Attachment), in an amount not to exceed $180,534, for total compensation amount not to exceed $578,140. Since its initial award, the City Commission adopted Ordinance No. 12394, on July 17, 2003 for the purchase of specialized equipment, exercise, training, administrative services and development of the Urban Area Homeland Security Strategy, and other planning activities of the UASI Il Grant Program (FY 2003). In compliance with the UASI II grant, this Agreement will provide terrorism preparedness planning and training services to support the UASI I[ Grant Program necessary to complete the Homeland Security Strategy (see Part C Attachment). Due to the many series of aggressive deadlines of the UASI II grant, it is most practicable for the City of Miami to amendthe existing Agreement between the City of Miami and DavisLogic, Inc., to develop and complete the Homeland Security Strategy for the Urban Area as outlined in said grant, as DavisLogic, Inc., has begun the implementation of the city-wide Comprehensive Emergency Management Plan (CEMP). The institutional knowledge gained through their experience in the CEMP process and the overwhelming overlap in the subject matter associated with the two projects makes expanding the scope of services between the City and DavisLogic Inc., db/a/a All Hands Consulting ("DavisLogic, Inc.") the most effective means of satisfying the FM. The proposed amount for Part C Services is $480,920, thereby increasing the compensation amount from $578,140 to $1,059,060.
