The City of Miami strives to achieve diverse, sustainable, pedestrian -friendly neighborhoods, promote transit connections, and provide safe and comfortable buildings, streets, and parks that contribute to a prosperous city for all residents to enjoy. Urban Design • The highest intensities of the site should be located closest to NW Th Avenue commercial corridor and transition down in intensity and height towards the residential neighborhood. • Similarly the buildings closer to 7a' street should be located closer to the setback line. The third building should be moved up to the setback line to be able to preserve the existing trees behind the proposed building. • A street closure was requested and requires a public benefit or mitigation. Please show how the applicant is proposing to create a space for the public or make other public improvements in the neighborhood. • Please try to create a greater variety in the height, bulk, scale, setbacks, landscaping, colors, and architectural design. Provide some first floor units that allow direct access to the street and move the fences surrounding the site to be even with or behind the front edge of the buildings to keep the residential front yard character of the neighborhood. The Planning Department reserves the right to comment further on the project as details and/or explanations are provided and may revise previous comments based on this additional information. *** Please note that the Planning Department reviews Special Permit proposals based on architectural design, site planning and urban design issues. The project still needs to be reviewed and comply with other department's requirements. The original sufficiency letter, dated January 8, 2007, is still applicable since the revised project only contains 14-16 additional residential units than the original project (The Village), and, will only generate three (3) percent more vehicular trips than the original project. Airspace Review: Our review finds that the assumed maximuni height of 140'-6" AMSL (Above Mean Sea Level) for the proposed structure at this location conforms to the Miami International Airport (Wilcox Field) Zoning Ordinance, approved by the Miami -Dade County, Commission on July 2007 and to the Opa-locka Executive Airport Zoning Ordinance. Please note that the airspace review process is governed by two different regulations; the Miami -Dade County Height Zoning Ordinances and the Code of Federal Regulation, Title 14 Part 77. The Miami -Dade County Aviation Department or the applicable municipal building official determines whether the County`s height limitations are met, the Federal Aviation Administration (FAA) has its own airspace evaluation requirements, and issues airspace determinations for structures and cranes, and determines whether FAA, marking and height requirements are met based on the particular facts then presented before them. It is not necessary to file with the Federal Aviation Administration (FAA) for the structure height as stated above. Replatting the property is required to close and vacate N.W. 68 Street and N.W. 7 Court. 2. The guardhouse may conflict with single unit truck maneuvers at the entrance to the complex. 3. Provide turning path diagrams for the 12'x35' loading spaces. Once the phase III parking garage is constructed, the 12'x35' loading stall located on the northwest corner of the property may have insufficient maneuvering space. If access to the loading space is through the garage, a minimum 15' vertical clearance is required. 4. All transitions fi-om the established street profile grade to the building flood elevation must be accomplished on private property. Stairs, ramps, retaining walls, etc. will not be permitted in the public right-of-way and the record profile street grade can not be changed to accommodate the proposed building ground floor elevation. 5. All stonnwater must be retained on site including the driveways and plazas on private property adjacent to the public streets. All plazas and driveways must be graded or trench drains provided to prevent "sheet flow" from entering the right-of-way. 6. Public Works policy requires that no closures of vehicular travel lanes will be permitted during the course of construction unless a temporary replacement lane, approved by the Public Works Department, is constructed and maintained by the Contractor throughout the duration of the lane closure. A maintenance of traffic plan is required for any temporary right-of-way closure request. 7. In order to mitigate traffic congestion and problems associated with unregulated parking throughout the neighborhood, the Contractor/Developer shall be required to provide approved, designated off-site parking for workers and a shuttle service to the work site.
