The City of Miami strives to achieve diverse, sustainable, pedestrian -friendly neighborhoods, promote transit connections, and provide safe and comfortable buildings, streets, and parks that contribute to a prosperous city for all residents to enjoy. Urban Design • Please indicate the maneuvering paths for loading vehicles on the Site Plan. • Solid unarticulated CMU walls are unacceptable along the base of the building. Enhanced materials or artistic/ architectural treatment should be provided along the ground level of the building, similar to those provided for upper levels, in order to enhance the pedestrian experience. • A three-dimensional drawing or rendering of the proposal from a pedestrian view on Biscayne Boulevard should be provided for the committee to review the impact of the project and its effect on the boulevard. • The Cafe on the Southwest corner should provide transparency and views out to Biscayne Boulevard to activate the corner of the site and provide eyes on the street. • Provide a dimensioned plan of the parking area indicating widths of all drive -aisles and parking stalls consistent with the City of Miami Off-street Parking Guides and Standards. Architecture Provide additional details of the parking area. Material information, including paving and lighting design, and a detailed cross section through the parking area should be provided. Large scale elevations of the ground level of the building shall be provided. These drawings shall be at a scale of 1/8" = V-0" or larger to illustrate the effect the building will have at the pedestrian level. The blank walls shall be architecturally treated. Please provide details of the proposed treatment to the blank walls. If Signage will be included on the west elevation, the proposed design needs to be provided. Landscape • Further develop the Level 1 plaza planting design beyond groundcover and grasses to incorporate mid level and taller vertical plant material that will provide and enhance human scale within the plaza. • Provide additional shade trees along the Biscayne Boulevard back of sidewalk landscape areas and within the entry drive walkway (Parcel S-3) to create an allee shade planting. • Further develop the planting design within Parcel S-3 to define differences between groundcover species, shrubs, and grasses. • Further develop the planting design along the north and south building perimeters to define differences between species and plant materials. • Screen views into the parking area with vertical plantings behind gabion terraces. • Provide planters or landscape terraces along the base of the Planetarium building corner. The Planning Department reserves the right to comment further on the project as details and/or explanations are provided and may revise previous comments based on this additional information It is our intention with these comments to aid in expediting Special Permit applications with your voluntary efforts in making the necessary changes; thereby, avoiding any preventable delays particularly prior to a project's submission to the Large Scale Development Committee or the Urban Development Review Board. 1of1 Date: April 1, 2010 To: Lilia Medina, AICP From: Raj Shanmugam, P.E. Subject: Miami Science Museum MUSP (Review # 996) Preliminary Comments Review Memorandum The following issues need to be addressed and the additional information requested need to be presented to complete our review of the traffic study: 1. As discussed on the Miami Art Museum Application Review; whenever there are simultaneous events at the adjacent attractions/arenas the applicant should present a Traffic Management Plan to the City in coordination with adjacent attractions/arenas to facilitate traffic flow entering and exiting the project; 2. The previous traffic study for Miami Art Museum recommends the installation of pedestrian flashers along the east side of Biscayne Blvd crossing 1-395 eastbound ramp. These improvements should be implemented as part of the Miami Science Museum development. The applicant is responsible for coordinating with the City of Miami and FDOT to secure the implementation of the proposed signal or to propose an alternative to provide safe access to pedestrians crossing to/from the north at this intersection; 3. Vehicle maneuverability details for driveway circulation and within the parking area need to be presented. Give special consideration to loading/unloading of large trucks, and buses that may transport large number of visitors to the site; 4. A bus drop-off location has not been identified in the site plan. The traffic consultant explained that a bus drop-off location will be designated along the access road that will be shared between the Art Museum and the Miami Science Museum. The applicant is responsible for providing the bus drop-off location through the development approval process and prior to the opening date; 5. For the signalized intersection of Biscayne Blvd / US 1 and NE 13`h Street to function adequately, minor signal timing modifications (optimization) are recommended in the traffic study. Although the proposed modifications are reasonable, the applicant needs to coordinate with the Miami Dade County Traffic Control and Signs Division to secure appropriate approval as this project goes through the review process; 6. In the Background Traffic Section, page 15, it is explained that the growth rate of 2% was determined based on Average Daily Traffic counts published by Miami -Dade County and FDOT. According to the Traffic Impact Study, the area has seen a negative growth rate and a 2% growth rate was used to be conservative. As such, the traffic study states the developer will consider Transportation Control Measures (TCM) to encourage the high vehicle occupancy and the use of public transportation. The TCM consideration includes; 1. Encourage museum staff to participate in ridesharing programs through South Florida Commuter Services; 2. Providing information to potential transit users on Miami -Dade current local and regional mass transit route and schedule. The information will be updated, when necessary, at no less than six months intervals; 3. Promote mass transit use by encouraging museum staff to purchase transit passes and make them available at discounted prices or no charge, or in lieu if subsidized parking; and 4. Encourage employees to implement staggered work hours. The traffic study states that because the proposed development is a museum, it typically has higher vehicle occupancy. Also that the location is accessible from mass transit stations and that it encourages pedestrian mobility due to its scenic location. The development approval of this site should be conditioned upon this TCM recommendations being implemented to recognize the credits given towards the transportation concurrency management. In order to mitigate traffic congestion and problems associated with unregulated parking thoughout the neighborhood, the Contractor/ Developer shall be required to provide approved, designated off-site parking for workers and a shuttle service to the work site. Airspace Review: Our review finds that the assumed maximum height of 101 ft AMSL (Above Mean Sea Level) for the proposed structure at this location conforms to the Miami International Airport (Wilcox Field) Zoning Ordinance, approved by the Miami -Dade County, Commission on July 2007. It is not necessary to file with the Federal Aviation Administration (FAA) for the structure height as stated above. However, any construction cranes for this project meeting or exceeding 200 ft AMSL (Above Mean Sea Level) must be filed by the construction contractor using form 7460-1 `Notice of Proposed Construction Alteration for Determination of Known Hazards'. The form is available through this office or through the FAA website: https://oeaaa.faa.gov. The contractor may "e -file" online at the same website. Mr. Roberto Lavernia March 30, 2010 Page 2 Please note that the airspace review process is governed by two different regulations: the Code of Miami -Dade County Article XXXVII, Miami International Airport (Wilcox Field) Zoning, and Federal Regulation Title 14 Part 77. The FAA has its own airspace evaluation requirements, and issues airspace determinations for structures and cranes based on the particular facts then presented before the FAA. The County's Aviation Department or the applicable municipal building official determines whether the County's height limitations are met, and FAA determines whether FAA building, marking and height requirements are met. It is the responsibility of the Aviation Department to administer and enforce the regulations prescribed in the Miami International Airport (Wilcox Field) Zoning Ordinance. Furthermore, please note that upon completion of this project, no Certificate of Use and Certificate of Occupancy shall be issued by a municipality or Miami -Dade County until approval is obtained by this office certifying that the structure was built no higher that the height approved by this letter. The approval shall be issued by this office after submittal by applicant of the required information as outlined in the Miami International Airport (Wilcox Field) Zoning Ordinance, Section 33-349 Airspace Approvals, Paragraph A, Subsection 2. This height determination is an estimate issued on a preliminary or advisory basis and is based, in part, on the description provided to us by you, which includes specific structure location and heights. Any changes in the building location, layout, or height will void this determination. Any future construction or alteration, including an increase in heights requires separate notice to the FAA and MDAD.
