Subject: Administration of the Parking Surcharge Program, RFP No. 219225
Purpose of Item:
A Resolution of the Miami City Commission accepting the recommendation of the City Manager
approving the findings of the Evaluation Committee, pursuant to Request For Proposals (RFP) No.
219225, with Complete Consulting Services Group, LLC, for the Administration of the Parking
Surcharge Program, authorizing the City Manager to negotiate and execute an agreement, in
substantially the attached form, for a period of two (2) years with the option to renew for three (3)
additional one-year periods, with compensation based on a proposed fixed percentage fee that ranges
from 4% to 4.3% of the total parking surcharge collections.
Background Information:
On July 8th, 2010, RFP No. 219225 was issued with responses due to the Office of the City Clerk by
July 28th, 2010. A sole proposal was received and deemed responsive in accordance with the terms
and conditions set forth in the RFP. The Evaluation Committee met on August 5th, 2010 to evaluate
the sole proposal, and following discussion, evaluation and deliberation of the sole proposal, the
Committee recommended Complete Consulting Services Group, LLC provide Administration of the
Parking Surcharge Program.
