Please make arrangements to publish the attached Notice of Public Hearing regarding the
ratification, approval, and confirmation of the City Manager's findings of an emergency to waive
competitive bid procedures, approving additional design services to AECOM Services, Inc.
d/b/a AECOM Design and authorizing the City Manager to execute an agreement with the firm
for the NE 2nd Avenue Improvements Project, B-78508.
A 14 day notice is sufficient and we would like the ite to be heard on September 23, 2010.

NOTICE OF PUBLIC HEARING
regarding
RATIFICATION, APPROVAL, AND CONFIRMATION OF CITY MANAGER'S
FINDINGS FOR WAIVER OF COMPETITIVE BIDDING PROCEDURES TO
AUTHORIZE ADDITIONAL DESIGN SERVICES FOR THE
NE 2ND AVENUE IMPROVEMENTS PROJECT, B-78508.

The Miami City Commission will hold a Public Hearing on September 23, 2010 beginning at 9:00 a.m. to
consider whether it is in the public's best interest that the City Commission ratify, approve and confirm
the findings of an emergency justifying the waiver of competitive bidding procedures to retroactively
authorize additional design services, in the amount of $150,000 to AECOM Services, Inc. d/b/a AECOM
Design for the NE 2nd Avenue Improvements Project, B-78508, further authorizing the City Manager to
enter into a new agreement to the firm for the provision of Transportation and Transit Miscellaneous
Services, in an amount not to exceed $110,000, to cover anticipated additional services for completion of
the NE 2nd Avenue Improvements Project, B-78508.
The Public Hearing will be held in conjunction with the regularly scheduled City Commission meeting of
September 23, 2010 at:
MIAMI CITY HALL
3500 Pan American Drive
Miami, Florida
All interested persons may appear at the meeting and may be heard with respect to the proposed issue.
Should any person desire to appeal any decision of the City Commission with respect to any matter to be
considered at this meeting, that person shall ensure that a verbatim record of the proceedings is made
including all testimony and evidence upon which any appeal may be based (F.S. 286.0105).
In accordance with the Americans with Disabilities Act of 1990, persons needing special accommodations
to participate in this proceeding may contact the Office of the City Clerk at (305) 250-5360 (Voice) no
