Subject: Authorization to accept grants, make appropriations, and negotiate and execute contracts with
The Childrens Trust, Service Provides, and The City of Miami.
Purpose of Item:
A Resolution of the Miami City Commission authorizing the (1) acceptance of three reimbursement
grants from The Children's Trust for, respectively, the Prevention Programs of the Miami Youth
Council ($82,122.00) and the Families First Parent -Academy ($153,162,00), and the Out -of -School
Miami Learning Zone program ($95,662.00),and (2) creating the related Special Revenue Project
funds to appropriate said funds, (3) authorizing the City Manager to negotiate and to execute, after
consultation with the City Attorney, contracts with The Children's Trust in substantially the attached
form for each of the programs, (4) authorizing the City Manager, after consultation with the City
Attorney, to negotiate and execute Professional Service Agreements and all other necessary
documents with individuals, not —for profit organizations and other service providers for the programs
at the designated schools and day care centers within the City commencing as of August 1, 2010
through July 315t, 2011, with renewals at the option of The Children's Trust. All of these programs are
coordinated and administered through the Mayor's Education Initiatives.

In addition to the above information: (1) For the Miami Youth Council Prevention Program the City
will enter into a Professional Service Agreement for the not to exceed amount of $33,000.00 with
Exceptional Consulting for Educational Leaders, Inc. d/b/a EXCEL for program facilitator services,
and with five (5) individual teachers each for a not to exceed amount of $3,000.00 for educational
services, at Miami Central Senior High, Miami Senior High, Miami Jackson Senior High, Booker T.
Washington Senior High, and Miami Edison Senior High; (2) For the Families First Parent -Academy
Prevention Program at various day care centers through the City, the City will enter into a
Professional Services Agreements: (a) in an amount not to exceed $42,000.00 with Exceptional
Consulting for Educational Leaders, Inc. d/b/a EXCEL for program facilitator services; (b) in an
amount not to exceed $18,404.50 with Friends of WLRN, Inc. for literacy services; (c) in an amount
not to exceed $ 7,404.50 with Miami -Dade County Public Schools — Parent Academy for family
workshops; (d) in an amount not to exceed $23,404.50 with Conee, Inc. d/b/a Gymboree Play and
Music for music and literacy services; and (e) in an amount not to exceed $18,404.50 with Miami -
Dade Family Learning Partnership, Inc. for curriculum services; and (3) For the Out -of —School
Miami Learning Zone program at Holmes Elementary School through the City, the City will enter
into a Professional Services Agreement: (a) in an amount not to exceed $16,250.00 with Big Brothers
Big Sisters of Greater Miami & Mentoring Resource Center for mentoring services; (b) in an amount
not to exceed $27,000.00 with Mad Science of South Florida for science programs; and (c) in an
amount not to exceed $12,800.00 with Arts for Learning/Miami, Inc. for music and arts programs.
