HomeMy WebLinkAboutR-10-0395Vop City of Miami ' Legislation < U R �O Resolution: R-10-0395 File Number: 10-01037 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com Final Action Date: 9/16/2010 A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE CITY MANAGER TO DIRECT THE ADMINISTRATION TO EXPEDITE THE FOLLOWING PROJECTS WHICH ARE PART OF THE COCONUT GROVE WATERFRONT MASTER PLAN: (1) THE DESIGN AND PERMITTING OF THE FLOATING DOCK REPLACEMENT AT KENNEDY PARK; (2) THE DESIGN AND PERMITTING OF THE FLOATING DOCK AT SPOIL ISLAND E; (3) THE SHORELINE AND MANGROVE ECOSYSTEM RESTORATION PROJECT AT KENNEDY PARK; AND (4) THE FLOATING DOCK ADDITION IN FRONT OF THE SEAWALLAT SCOTTY'S LANDING AND THE CHART HOUSE FOR TEMPORARY VESSEL DOCKAGE; WITH FUNDS ALLOCATED FROM THE FLORIDA INLAND NAVIGATION DISTRICT GRANTS AND THE CITY OF MIAMI'S REQUIRED MATCHING FUNDS PREVIOUSLY APPROPRIATED FOR SOME OF THE PROJECTS. WHEREAS, the City of Miami ("City") has a strong interest in implementing the Coconut Grove Waterfront Master Plan in Coconut Grove, Miami, Florida and, thereby, provide improvements to parkland, bay walks and boat dockage for the use and enjoyment of its residents; and WHEREAS, the City has received certain grants from the Florida Inland Navigation District ("FIND"), represented by the State of Florida, for the design and permitting of (i) the floating dock at Kennedy Park (conceptual design, permitting, administration and construction cost of $370,000) and (ii) the shoreline and mangrove ecosystem restoration project at Kennedy Park (conceptual design, permitting, administration and construction cost of $1,385,000); and WHEREAS, the City intends to seek, request, apply for and secure additional FIND grants and other appropriate sources to fund the design and permitting of (i) the floating dock at spoil island E (conceptual design, permitting, administration and construction cost of $177,500) and (ii) the floating dock addition in front of the seawall at Scotty's Landing and the Chart House for temporary dockage (conceptual design, permitting, administration and construction cost of $387,500); and WHEREAS, the City intends to seek, request, apply for and secure additional FIND grants and other appropriate sources to fund the construction of (i) the floating dock at Kennedy Park, (ii) the shoreline and mangrove ecosystem restoration project at Kennedy Park, (iii) the floating dock at spoil island E, and (iv) the floating dock addition in front of the seawall at Scotty's Landing and the Chart House for temporary dockage; and WHEREAS, the City Commission has adopted resolutions accepting the previously awarded grants from FIND and provided the required matching funds for said awards; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: City of Miand Page 1 of 2 File Id. 10-01037 (Version: 2) Printed On: 8/7/2017 File Number: 10-01037 Enactment Number: R-10-0395 Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is authorized{1} to direct the Administration expedite the following projects which are part of the Coconut Grove Waterfront Master Plan: (i) the design and permitting of the floating dock replacement at Kennedy Park; (ii) the design and permitting of the floating dock at spoil island E, (iii) the shoreline and mangrove ecosystem restoration project at Kennedy Park; and (iv) the floating dock addition in front of the seawall at Scotty's Landing and the Chart House for temporary vessel dockage, with funds allocated from the FIND grants and the City's required matching funds previously appropriate for some of the projects. Section 3. The City Manager is further authorized{1} to direct the Administration as necessary to seek, request, apply for and secure additional FIND grants and other appropriate sources to expedite the projects identified in this Resolution in order to implement the Coconut Grove Master Plan. Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor. Footnotes: {1} The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. {2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
