Purpose of Item:
To appropriate new funding sources and to amend the Capital Improvements appropriations
Resolution No. 10-0276, to reflect the addition of these funds as well as other reprogramming of
existing funding.

Background Information: (continued)
On October 22, 2009, the City Commission authorized the issuance of Special Obligation Parking
Revenue Bonds for the Marlins Stadium project to be issued in one or more series on a taxable and tax
exempt basis. Bond proceeds in the amount of $87,392,735 are being appropriated for the Marlins
Stadium Parking Garage project B-30648. In addition, $5,000,000 of convention development tax
(CDT) dollars is being appropriated to the Parking Garage project to supplement the taxable bonds.'
Also included in the amendments are various new revenue sources dedicated to public facilities
including the Coconut Grove Waterfront Master Plan. Further, $276,000 of ARRA funds received
from the Florida Department of Health for the Citywide Bicycle Rack and Signage program as well as
$172,000 of grant dollars from the Miami Dade County Safe Neighborhood Parks Bond Program
(SNPB) for the Brickell Avenue Land Acquisition project to be used to complement the $327,775
SNPB grant previously awarded are being appropriated. Also, a contribution from the Special
Revenue Fund for the construction of several Manuel Artime ADA projects along with subrogation
auto claim revenues for damaged vehicle repairs are included in the amendments. Finally, prior
project allocations of Local Option Gas Tax funds are being amended to remain in the Street and
Sidewalk Capital Fund balance. The aforementioned items require that the Capital Improvements
Appropriations Resolution No. 10-0276 be amended to reflect said changes to capital appropriations.
