Assistant Transportation Coordinator Office of the City Manager Chair, Evaluation Committee DATE: August 18, 2010 FILE: SUBJECT: Committee Recommendation: Traffic Infraction Detector Program REFERENCES: RFP No. 09-10-026 ENCLOSURES: The City has identified nineteen (19) traffic intersections where data has shown a high level of violations and/or a frequency of right-angle collisions likely caused by running of red traffic signals. Capital Improvements Program (CIP) issued a Request for Proposals (RFP) No. 09-10-026 to procure a qualified and experienced company to furnish, install, operate and maintain a Traffic Infraction Detector Program (Program) for the City of Miami. As minimum qualification requirements, the Proposer must be successfully managing at least three red light traffic camera programs of a similar size, scope and complexity, under contracts with public entities. As part of this minimum requirement, the Proposer must be successfully managing a minimum of one red light traffic camera program that complies with the requirements of Exhibit A of the RFP which specifies that the camera system must be non -intrusive, non-invasive and not physically connected to the red phase of the traffic signal. In addition to this requirement, the Program must be cost neutral to the City. CIP received a total of two (2) Proposals: American Traffic Solutions, Inc. (ATS) and ACS State & Local Solutions, Inc (ACS). Both firms were deemed responsive as part of CIP's due diligence effort. The RFP required each Proposal to include a Technical portion, a Price Proposal, and a binder of Photos and Attachments requested. The Price Proposal submitted in a separate sealed envelope was evaluated after review and evaluation of the Technical Proposals. Overall, - the proposals were evaluated based on five (5) main criteria:-- - - - - 1. Qualifications & Experience of the Proposer (20 points) 2. Qualifications & Experience of the Team (20 points) 3. Program Management/Business Plan (30 points) 4. Technical Capabilities (30 points) 5. Price Proposal (30 points) An Evaluation Committee (Committee) was appointed to evaluate the responses to the solicitation and establish the ranking of the firms based on its review of the Proposals. The Committee was comprised of the following members: 1. Alfred Lurigados, P.E., Director of Engineering, Miami -Dade Expressway Authority (MDX) 2. Joan Shen, Ph.D., P.E., Assistant Chief, Traffic Engineering Division, Public Works, Miami -Dade County Pagel of 3 3. Jose R. Gonzalez, P.E. Assistant Transportation Coordinator, Office of the City Manager, City of Miami 4. Rufus Devane III, Sergeant, Traffic Supervisor, Police Department, City of Miami 5. Scott Masington, Major, Specialized Enforcement Division, Police Department, City of Coral Gables The Committee met on Monday, August 9, 2010 at 9:00 AM, and ranked the firms as follows: Overall Rankinq 1. American Traffic Solutions, Inc. (620 points) 2. ACS State & Local Solutions, Inc. (588 points) With 620 points, ATS was selected as the top-ranked firm due to their extensive experience in the implementation and operation of red light traffic programs throughout the United States, and; more specifically, with non-invasive detection systems installed and in operation in the State of Florida. The company currently has 61 awards/contracts in Florida including 19 jurisdictions in Miami -Dade County. ATS provided a high level of competency which was clearly evidenced in their proposal. The Committee is confident that ATS' familiarity with all relevant laws, regulations, and unique requirements for Florida programs are a valuable asset to the City. ATS has over 20 years of experience and its primary focus is the traffic safety camera industry. The company is comprised of over 785 employees nationwide, including more than 25 employees in Florida who will be dedicated to the City's Traffic Infraction Detector Program. ATS has regional services offices located in both Ft. Lauderdale and Tampa, FL. ATS is proposing a local subcontractor, Horsepower Electric, to assist with the installation of the City's traffic safety cameras. ATS offers two (2) detection system options. The Axis Intersection Safety Camera captures two, high-resolution color images of the rear of the vehicle, including a clear image of the license plate. The two -scene images clearly show the traffic signal engaged in the red phase. This system is non-invasive and receives upgrades remotely without an ATS employee having to be physically present at the camera site. The alternate system offered by ATS is a non -loop Wireless Vehicle Detection System that utilizes embedded sensors. The sensors are mounted without any wires to or from the camera controller unit. The unit communicates wirelessly to the Axis controller. The RFP did not require that a second detector system be identified; however, the Committee looked favorably at the multiple detection systems offered by ATS as it allows the City to determine the -detection system that will be most effective at each of the installation sites. The proposed Project Manager, Mr. Justin McDole, has over 13 years of program management experience and has successfully managed the implementation of similar programs. He is currently overseeing seven (7) similar programs in Florida, including programs for two (2) municipalities in Miami -Dade County. The Committee looked favorably on the proven experience of the Project Manager and believes the team is highly qualified and will ensure a smooth implementation of the City's Program. ATS' proposal was concise and clearly evidenced a full understanding of the requirements of the City's RFP. Further, ATS provided a detailed and comprehensive overview of the training courses that will be offered to the City employees who will be involved with the Program. With 588 points, ACS was the second ranked firm. ACS has over 15 years of photo enforcement program experience. ACS offers the RLCS-1 traffic detector system which is non- invasive and non -intrusive. The RLCS-1 has an advanced feature that allows it to track up to 10 Page 2 of 3 vehicles at one time, by using a single image to support multiple violations with dependent lane data identifying each violator. While ACS offered a lower pricing structure for multiple camera approaches, the Committee unanimously concurred that the company and proposed team does not possess the depth of experience or resources of the higher ranked firm. The Committee recommends the approval of the below firm and authorization to begin negotiations with the below top-ranked firm. 1. American Traffic Solutions, Inc.
