Thompson References: September 16, 2010 Agenda City Clerk Enclosures: List of members, Applications The Historic and Environmental Preservation (HEP) Board administers the environmental and historic preservation ordinances, and serves as a quasi-judicial instrument in certain areas. Members of the HEP Board must be experienced individuals representing specific professions related to the Board's responsibilities. The board consists of nine members and one alternate member qualified as follows: • One member shall be an architect registered in the state. • One member shall be a landscape architect registered in the state. • One member shall be a historian or architectural historian qualified by means of education or experience and having demonstrated knowledge and interest in county history or architectural history. • One member shall be an architect or architectural historian having demonstrated knowledge and experience in architectural restoration and historic preservation. • One member shall be an experienced real estate broker licensed by the state. • One member shall be a person experienced in the field of business and finance or law. • Three members shall be citizens with demonstrated knowledge and interest in the historic and architectural heritage of the city and/or conservation of the natural environment, and may also qualify under any of the above categories. • One alternate member shall qualify under one of the above categories. Our office advertised for applications in a newspaper of general circulation, as required by the City Code Sec. 62-187(c). Appointments must be made from individuals who have applied. Since Board members must be appointed to specific category positions, the categories, incumbents, and eligible applicants to the category are as follows: Four (4) appointments are required at this time. Chairman Marc David Sarnoff has one (1) nomination for a seat currently held by 1. William Hopper incumbent, Citizen, whose term expired on July 8, 2010. Eligible applicants for this category are: Gary M. Hecht, Rafael J. De La Sierra, and Miguel Seco Vice Chairman Frank Carollo has two (2) nominations for seats currently held by: 1. Vacancy, Citizen, as of Marchl8, 2010. Eligible applicants for this category are: Gary M. Hecht, Rafael J. De La Sierra, and Miguel Seco 2. Jorge Zamanillo, incumbent, Architectural Historian, whose term expired on March 11, 2010, has exceeded the number of allowed absences (4 in 20 10) would require a 4/5ths waiver of attendance. Eligible applicant for this category is: Miguel Seco Commissioner Richard Dunn II has one (1) nomination for seats currently held by: 1. Gary Appel, Real Estate Broker, incumbent, whose term expires on March 11, 2011, has exceeded the number of allowed absences (3 consecutive in 2010), would require a 4/5ths waiver of attendance. NOTE 1: Miguel Seco is a full time Employee of North Miami and a City resident, if appointed, requires the waiver of employment restriction of Section 2-884 (e) by a four/fifths (4/5ths) affirmative vote of the Commission. NOTE 2: Jorge Kuperman, incumbent, appointed by Commissioner Gort on March 11, 2010 is full time Dade County Employee and a City resident; requires the waiver of employment restriction of Section 2-884 (e) by a four/fifths (4/5ths) affirmative vote of the Commission. For your convenience, we are including a copy of the current membership of said board and application from each applicant. By copy of this memorandum, we are requesting the Agenda Office to place this issue on the September 16, 2010 Commission agenda.
